MINUTES Budget Hearings Tuesday, August 12, 2025, at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call to Order Council Members Present: Jennifer Sigette, David Barranco, Sarah Cole (arrived at 3:03 p.m.), Rich Merkouris, Curt Soehl, Miranda Basye, Richard L. Thomason, Ryan Spellerberg Council Members Absent: None 2. Budget Hearings A. Police Jon Thum, Police Chief, presented an overview of the 2026 budget (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by Thum and Tim Konda, Budget Officer. B. Fire Matt McAreavey, Fire Chief, presented an overview of the 2026 budget (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by McAreavey and Konda. C. Metro Communications Aimee Chase, Manager for Metro Communications, presented an overview of the 2026 budget (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by Chase. D. Parks and Recreation Don Kearney, Director of Parks and Recreation, presented an overview of the 2026 budget (presentation attached to the agenda under Item 2A).  Following the presentation, questions asked by the Council were answered by Kearney. E. Health Joe Kippley, Director of the Health Department, presented an overview of the 2026 budget (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by Kippley. F. Entertainment Tax Shawn Pritchett, Director of Finance, presented an overview of the 2026 budget (presentation attached to the agenda under Item 2A). Following the presentation, questions asked by the Council were answered by Pritchett. 3. Public Comment There was none. 4.
