MINUTES Budget Hearings Tuesday, August 19, 2025, at 2:15 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call to Order Council Members Present: Sarah Cole, Rich Merkouris, Curt Soehl, Miranda Basye, Richard L. Thomason, Ryan Spellerberg, Jennifer Sigette Council Members Absent: David Barranco Council Chair Rich Merkouris called the meeting to order at 2:15 p.m. 2. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) B. Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4) A motion was made by Council Member Sigette and seconded by Council Member Cole to enter Executive Session at 2:16 p.m. for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or constractual matters pursuant to SDCL 1-25-2(3); and Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4). Roll call vote to enter Executive Session. 7 Yes: Cole, Merkouris, Soehl, Basye, Thomason, Spellerberg, Sigette; 0 No: (None). Motion Passed. The Executive Session ended at 2:56 p.m. and a short recess was declared until 3 p.m. The meeting resumes at the 44:50 mark on the video. 3. Budget Hearings A. Centralized Facilities Shawn Pritchett, Director of Finance, presented an overview of the Centralized Facilities 2026 budget (presentation attached to the agenda).  There was no additional discussion. B. Public Parking Pritchett presented the overview of the Public Parking 2026 budget (presentation attached to the agenda under Item 3A). Following the presentation, questions asked by the Council were answered by Pritchett and Tim Konda, Budget Officer. C. Libraries Alysia Boysen, Director of Siouxland Libraries, presented the overview of their 2026 budget (presentation attached to the agenda under Item 3A). Following the presentation, questions asked by the Council were answered by Boysen and Aldijana Bonander, Senior Librarian. D. Planning Council Member Ryan Spellerberg left the meeting at this time. Jeff Eckhoff, Director of Planning and Development Services, presented the overview of their 2026 budget (presentation attached to the agenda under Item 3A). Following the presentation, questions asked by the Council were answered by Eckhoff. E. Housing Logan Penfield, Housing Development Manager, presented the overview of their 2026 budget (presentation attached to the agenda under Item 3A). Following the presentation, questions asked by the Council were answered by Konda and Eckhoff. F. Transit Fletcher Lacock, Senior Planner, presented the overview of Transit's 2026 budget (presentation attached to the agenda under Item 3A). Following the presentation, questions asked by the Council were answered by Konda. G. Public Works Mark Cotter, Director of Public Works, presented the overview of the department's 2026 budget (presentation attached to the agenda under Item 3A).  Council Member Ryan Spellerberg returned to the meeting at this time. Following the presentation, questions asked by the Council were answered by Cotter; Don Kuper, Sanitary Landifll Superintendent; and Ryan Johnson, Utility Administrator. 4.
