Fiscal Committee Meeting

MINUTES Fiscal Committee Meeting Tuesday, October 7, 2025 at 1:30 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call To Order Present: Sarah Cole, Rich Merkouris, Ryan Spellerberg (arr. 1:53 p.m. via telecom), Richard L. Thomason Absent: None Meeting called to order at 1:30 p.m. by Committee Chair Sarah Cole. 2. Topics A. Overview of Proposed Resolution Shawn Pritchett, Director of Finance, gave a detailed overview on the proposed financial policies and goals resolution that was brought before the Council on September 9, 2025 (presentation attached to the agenda). Throughout the presentation, questions asked by the Committee were answered by Pritchett. B. Questions and Answers After the presentation, additional questions were answered by Pritchett and David Pfeifle, City Attorney. C. Determine Next Steps Cole explained that the Council had given directions to the Fiscal Committee to bring a recommendation back to the Council no later than Tuesday, December 9, 2025. Council Chair Rich Merkouris gave his thoughts on bringing the resolution to the Council as is, and if any Council Member has any amendments, to have them to him by November 1st so that the committee can vote on it on November 4th. Committee Member Richard L. Thomason also shared his thoughts on voting on the resolution as is, and additional amendments would be fine.  D. Set Next Meeting Date Cole asked the committee about scheduling the next Fiscal Committee meeting. Merkouris commented that if there were no amendments, the committee could just vote on the resolution and send it back to the Council. Committee Member Ryan Spellerberg spoke and was in agreement. A motion was made by Committee Chair Cole and seconded by Committee Member Thomason to approve the resolution and send it back to the December 9, 2025 City Council Meeting as presented. Roll call vote to approve. 3 Yes: Cole, Spellerberg, Thomason; 1 No: Merkouris. Motion Passed. 3. Public Comment There was none. 4. Adjournment The meeting was adjourned at 2:18 p.m. Jermery J.
