MINUTES Charter Revision Commission Meeting Wednesday, October 22, 2025 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Commission Members Present: Catherine Dekkenga (via tele-com), Rick Kiley, Carl Zylstra Commission Members Absent: Eric Erickson, Anne Hajek Rick Kiley called the meeting to order at 4:00 p.m. 2. Approval of Minutes A. September 24, 2025 A motion was made by Commission Member Zylstra and seconded by Vice Chair Dekkenga to approve the minutes dated September 24, 2025. Roll call vote to approve. 2 Yes: Dekkenga, Zylstra; 0 No: (None). Motion Passed. 3. New Business Kiley recommended that proposals and recommendations made at today's meeting for Items A, B and C will be taken under advisement and formal action will be taken at the November 19th Charter Revision Commission Meeting. A. Charter Article I - Powers of the City There were no proposals heard at this time. B. Charter Article II - City Council Mike Zitterich presented two proposals to the Commission regarding the City Council composition and recommended creating a Central Committee. Discussions were held regarding the process in the past for bringing recommendations and proposals forward to the Commission. (the presentations are attached to the agenda). Joe Kirby spoke regarding how the demands for the Mayoral position are changing. He recommends that the Mayoral position be removed from the Council, create more of a separation of powers, and elevate the role of the Mayor. Discussion followed. Rick Knobe spoke regarding the Mayor and City Council roles and how they have changed. Discussion followed regarding the setup of the Mayor being a part of the Council and the power distribution and how it is distinguished in the Charter. Pfeifle will have a proposal at the November meeting regarding specific Charter amendments removing specific dates and having them set by ordinances in the future. C. Charter Article III - Mayor There were no proposals presented at this time. D. Other Proposals/Materials Submitted in Advance of this Meeting Unrelated to the Articles Under Consideration Above Knobe reviewed the reasons why the Charter was first proposed. He reviewed recent decisions about when elections were going to be held. He discussed laws regarding government buildings, gun control and which buildings can contain metal detectors, and which cannot. Pfeifle provided an overview on Home Rule Charter and proposed amendments that were made, and failed, in the past and the reasons why they failed. E. List of Formal Recommendations for Revisions to the Sioux Falls Charter to be Maintained. (The Items on this list will be addressed at a future meeting and will be placed on the relevant Agenda at that time). Kiley stated this item will be placed on future agendas. Zylstra asked that Section 1 be placed again on future agenda for additional discussion. 4. Public Input There was none. 5. Open Discussion There was none. 6. Adjournment A motion was made by Commission Member Zylstra and seconded by Vice Chairperson Dekkenga to adjourn at. 4:55 p.m. Voice vote to adjourn. 2 Yes: Dekkenga, Zylstra, No: (None). Motion Passed.
