MINUTES Informational Meeting Tuesday, October 21, 2025, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: Sarah Cole Council Chair Rich Merkouris called the meeting to order at 4 p.m. and noted a quorum was present. 2. Councilor Remarks There were none. 3. Presentations A. September 2025 Financial Presentation by Shawn Pritchett, Finance Director Presentation: Approximately 15 minutes followed by discussion Shawn Pritchett, Finance Director, gave the September 2025 Financial Presentation (presentation attached to the agenda). B. Park & Recreation System Master Plan by Don Kearney, Parks & Recreation Director Presentation: Approximately 15 minutes followed by discussion The Park & Recreation System Master Plan was presented by Don Kearney, Parks & Recreation Director; Will Younger, principal at PROS Consulting; Brett Kollars, Assistant Director of Parks & Recreation; and Mike Patten, Parks Planning and Projects Manager (presentation attached to the agenda). Discussion followed with questions asked by the Council being answered by Patten, Younger, Kollars, and Kearney. 4. Public Comment There was none. 5.
