COMMUNICATIONS
1. A communication was received from Sioux Empire Home Builders Care
Foundation stating its intent to sell raffle tickets from January 17, 2011 to April
10, 2011, for a $10,000.00 cash prize. Tickets will be sold for $100.00 each. The
proceeds will be used for funding Care Foundation charitable activities including
Tools for Schools, Repair Affair and scholarships for students.
2. A communication was received from St. Therese Catholic Church requesting
permission to consume, but not sell, wine and beer at 901 N. Tahoe Trail, on
Friday, January 21, 2011, from 6:30 p.m. to 12:00 a.m. for a celebration for
finishing their campaign Our Church Our Future.
3. A communication was received from Fellowship of Christian Sportsmen Plus
stating its intent to sell raffle tickets from January 15, 2011 to March 31, 2011,
for a Mathews Drenalin Compound Bow (valued at $839.00). Tickets will be
sold for $10.00 each. The proceeds will be used for funding the Wild Game Feed
and Expo on February 19, 2011.
4. A communication was received from the Teddy Bear Den stating its intent to sell
one hundred four playing cards on January 21, 2011, for a piece of jewelry from
The Diamond Room (valued at approximately $1,000.00). Cards will be sold for
$20.00 each. The proceeds will be used to defray the Teddy Bear Den's operating
expenses during 2011.

A RESOLUTION APPROVING THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE CITY OF SIOUX FALLS AND LOCAL 519 OF THE AMERICAN
FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES.
BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
1. That the Collective Bargaining Agreement between the City of Sioux Falls and
Local 519 of the American Federation of State, County, and Municipal Employees
providing for terms and conditions of employment for general nonmanagement
employees for the period from January 1, 2011, through December 31, 2011, is
hereby approved by the City Council nunc pro tunc.
2. Accordingly, the terms and conditions of the collective bargaining agreement shall
be deemed effective as of January 1, 2011.
Date adopted: 01/03/11.
13. A RESOLUTION APPROVING THE 2011 AUDIT PLAN.
A motion was made by Council Member Kenny Anderson Jr. and seconded by
Council Member Bob Litz to adopt said Resolution for Item 13.
A motion was made by Council Member Vernon Brown and seconded by Council
Member Sue Aguilar to amend the main motion by changing "2010" to "2011".

WHEREAS, the Audit Committee shall develop and submit to the City Council for
approval an annual audit plan pursuant to Ordinance No. 120-05; and
WHEREAS, the Audit Committee has developed and approved such a plan for 2011;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That the document attached to and part of this resolution entitled "2011 Audit Plan, City
of Sioux Falls," is hereby approved.
That the Lead Internal Auditor is authorized to carry out the audits and other projects as
described in the 2011 Audit Plan.
