A motion was made by Council Member Michelle Erpenbach and seconded by Council
Member James Entenman to approve the Regular Agenda.
A motion, to amend the main motion, was made by Council Member Vernon Brown and
seconded by Council Member Kenny Anderson Jr. to add a Resolution to the Regular
Agenda as Item 2 with the title as read by Council Member Vernon Brown.

PUBLIC INPUT
Citizen Tim Stanga spoke regarding the cost increases in Social Security, water, sewer,
electrical, and health care and the effects these increased charges are having on citizens
in Sioux Falls.
Citizen Andy Traub spoke on the following items: 1) Could the public be given access
to information that would indicate when the 48 hour timeline begins for citizens to start
their snow removal process; 2) He suggested that the city use Facebook to encourage
citizen participation in future surveys and other city needs; 3) He recommended that, if
the city does increase the sales taxes to subsidize projects, that this sales tax be
eliminated once the project is completed.

AMENDING THE REVISED ORDINANCES OF THE CITY BY ADOPTING
THE 2009 UNIFORM PLUMBING CODE AND AMENDMENTS THERETO.
A motion was made by Council Member Bob Litz and seconded by Council Member
Kenny Anderson Jr. to adopt said Ordinance for Item 1.

2. A RESOLUTION HONORING THE MEMORY OF DONALD WAYNE SKADSEN.
A motion was made by Council Member Vernon Brown and seconded by Council
Member Kenny Anderson Jr. to adopt said Resolution for Item 2.

A RESOLUTION HONORING THE MEMORY OF DONALD WAYNE SKADSEN.
WHEREAS, Donald Skadsen was born in Sioux Falls, attended school locally, and served
honorably in the United States Army. He joined the Sioux Falls Police Department in 1952,
advancing and acquiring the rank of Chief of Detectives before retiring with 35 years of
progressive service; and
WHEREAS, during his law enforcement career he was instrumental in organizing the
Midstates Organized Crime Information Center (MOCIC), a regional information sharing
organization, and serving on its board. Don was also a leader in the campaign to build the
Public Safety Building among many other projects; and
WHEREAS, Donald Skadsen was elected as Sioux Falls Police and Fire Commissioner in
1987 and served with humility, honor, and “respect for all” in this capacity for five years;
THEREFORE, the City of Sioux Falls recognizes Donald Skadsen for his devotion to duty
and for his excellent, honorable leadership for the City of Sioux Falls.

3. A communication was received from The Washington Pavilion of Arts and Science
requesting permission to consume, but not sell, liquor at the Washington Pavilion, 301
South Main Avenue on Tuesday, January 11, 2011, from 5:00 p.m. until 10:30 p.m. for
the Avera McKennan Medical-Dental Annual Meeting and permission to consume, but
not sell, liquor on Friday, January 14, 2011, from 5:00 p.m. until 10:30 p.m., for the
Raven Industries President’s Club Recognition Dinner, pursuant to SDCL 35-1-5.3.
A motion was made by Council Member Sue Aguilar and seconded by Council Member
Michelle Erpenbach to approve Item 3.
