Report of Requests for Quotes for Fuel dated: April 27, 2017; #2 Dyed Diesel Fuel; 15,000 gallons; Harms Oil ($1.6086); Cole's Petroleum ($1.6240); Howes Oil ($1.6414); Stern Oil ($1.64450; CHS, Inc., Midway Service and Olson Oil, all no bid. Bid awarded to: Harms Oil. 3. Report of Requests for Quotes for Fuel dated: April 27, 2017; E-10 Unleaded Ethanol/87 Octane; 8,500 gallons; Harms Oil ($1.7562); Midway Service ($1.7728); Cole's Petroleum ($1.7730); Howes Oil ($1.7840); Stern Oil ($1.7873); CHS, Inc. and Olson Oil, both no bid. Bid awarded to: Harms Oil. 4. Report of Requests for Quotes for Fuel dated: April 27, 2017; #2 Clear Diesel; 9,000 gallons; Harms Oil ($1.8947); Howes Oil ($1.9214); CHS, Inc. and Midwest Oil, both no bid. Bid awarded to: Harms Oil. APPLICATIONS The following abatements were recommended for approval by the Director of Equalization and the State's Attorney's Office for Minnehaha County; and the City Attorney for Sioux Falls: 5. City of Sioux Falls, parcel #88578, for 2016 property taxes in the amount of $4,161.25. The City of Sioux Falls purchased the property on February 18, 2016, and request an abatement for the portion of the year that taxes are exempt. Items 6-10: Applicants qualify for property exemption under SDCL 10-4-40. 6. Parcel #42102 for 2016 property taxes in the amount of $1,609.03. 7. Parcel #42571 for 2016 property taxes in the amount of $1,521.31. 8. Parcel #60963 for 2016 property taxes in the amount of $3,795.34. 9. Parcel #72521 for 2016 property taxes in the amount of $340.02. 10. Parcel #25322 for 2016 property taxes in the amount of $1,521.32. The following abatements were recommended for approval by the Director of Equalization and the State's Attorney's Office for Lincoln County; and the City Attorney for Sioux Falls: 11. Misty Glen MHC, 6301 W. Misty Glen Pl., for 2016 property taxes in the amount of $1,180.34. A manufactured home was placed on the wrong property for year 2016. 12. Donahoe Family Trust, parcel #280.50.13.1010, for 2016 property taxes in the amount of $48.37. The property is exempt from the tax; it was purchased on June 14, 2016, by the Harrisburg School District (exempt for 200 days). REGULAR AGENDA ITEMS APPROVAL OF REGULAR AGENDA A motion was made by Council Member Rex Rolfing and seconded by Council Member Rick Kiley to approve the Regular Agenda. PUBLIC INPUT Bob Kolbe spoke about REMSA, car noise, cleaning up the rocks at Falls Park, and American Elm trees at the park. Steven Siano spoke about repeatedly speaking before the City Council regarding his military discharge, physical and mental health disabilities, and how he is misrepresented. David Zokaites spoke about traffic issues on I-229, which result from overpass construction at Rice Street, where traffic is reduced from three lanes to one lane. Mike Gunn spoke about sales tax, the indoor pool and welfare. Tim Stanga spoke about chickens and how the City enforces the registration of them. Denny MacRunnels spoke about sewage issues at his home. HEARINGS AND RESOLUTIONS 13. A RESOLUTION ADOPTING THE 2017 CITY COUNCIL POLICIES AND PROCEDURES. A motion was made by Council Member Christine M. Erickson and seconded by Council Member Michelle Erpenbach to adopt said Resolution No. 43-17. Vote to adopt: Roll Call: Yeses, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly, Christine M. Erickson, Michelle Erpenbach, Rick Kiley, 8. Noes, 0. Motion Passed. RESOLUTION NO. 43-17 A RESOLUTION ADOPTING THE 2017 CITY COUNCIL POLICIES AND PROCEDURES. BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD: That the document attached to and part of this resolution entitled “2017 City Council Policies and Procedures” is hereby adopted.
