Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: None Guests: Jill Franken, Public Health Director; Don Kearney, Director of Parks and Recreation; Mary Michaels, Public Health Prevention Coordinator 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 3:32 p.m. 2. Tobacco-Free Ordinance Discussion The opening discussion focused on current practices and policies at managed city properties to include security concerns associated with smoker movement in and out of facilities, the location of current smoking areas, the practicality of expanded facility- specific smoking policies, enforcement of smoking policies, facility re-entry policies, considerations when designating smoking areas, existing policies of other entities, and the effectiveness of existing policies on smoking. Representatives from the Events Center, Sheraton Hotel, city golf courses, and the Washington Pavilion joined the discussion. The council also discussed smoking considerations at parks particularly as it relates to the permitting process for special events. The authority of the director to prohibit certain activities at events was also discussed. There was discussion about the current policy established by the Library Board regarding smoking on library property as well as the city's employee workplace tobacco policy. The latter policy is established by executive order which is enforceable only upon employees. Next steps were discussed: comparing meeting notes, continuing the conversation, and discussing the topic at the Public Services Committee meeting on Tuesday, February 14. All were encouraged to provide feedback. 3. Open Discussion  The working session format was discussed. It was agreed that videotaping is beneficial, but the physical layout may not be conducive to maximum productivity. It was suggested that the venue be discussed at a future time. 4.
