1. Call To Order
Council Chair Rex Rolfing called the meeting to order at 4 p.m.
2. Audit Committee
A. Wednesday, January 11, 2017
Rolfing provided an update on the Audit Committee Meeting stating that
Kimberly Shroeder has received a promotional appointment to the Internal Audit
Manager position.
3. Land Use Committee
A. Tuesday, January 10, 2017
Council Member Marshall Selberg provided updates on the following topics from
the Land Use Committee Meeting: Engineering Design Standards and
Specification Updates and the Annexation Program.
4. Urbanized Development Commission (UDC)
A. Thursday, January 12, 2017
Rolfing provided an update on the following topics discussed at the Urbanized
Development Commission: appointments to the Citizen's Advisory Committee;
review and approval of the Unified Planning Work Program; the Transportation
Improvement Program; UDC Bylaws; the I-229 Major Investment Study; an
update on the Adaptive Signals Study in Sioux Falls; and the Highway 42 Corridor
Study.
5. City Council Open Discussion
Council Member Theresa Stehly spoke regarding the Operations Manual, future
meetings and working sessions. Discussion was held regarding the date and subjects for
the next scheduled Operations Meeting.
Council Member Christine M. Erickson reminded the audience of the following schedule
changes: the January 24, 2017, 4 p.m. Informational Meeting is cancelled and has been
replaced with a City Council Working Session, starting at 3:30 p.m. The purpose of the
Working Session is to discuss tobacco prohibition on city owned property. She invited all
to bring their ideas and information forward for consideration.
6. Presentations
A. EMS Update by Jill Franken, Public Health Director; Mike Bureau, Chief
Operating Officer for Paramedics Plus
Presentation: Approximately 20 minutes followed by discussion.
Opening remarks regarding the EMS System and a background on performance
improvement process was provided by Franken. Bureau reviewed the following
PowerPoint Slides: EMS Leadership Team; System Improvement Goals (Keep
Sioux Falls Fire Rescue resources available for emergencies; Refine best practices
for appropriate resource allocation; Improve the mutual aid process); Pilot Project
Outcome; Paramedics Plus Six Months Update; CAAS Completed; and Mission
Lifeline. Discussion about mutual aid, response time and EMS staffing followed.
B. Affordable Housing Audit Report by Rich Oksol, Internal Audit Manager
Presentation: Approximately 5 minutes followed by discussion.
Oksol provided an update on the Affordable Housing Audit Report. Discussion
followed.
Rolfing, Chair of the Audit Committee, provided Oksol with a plaque from the
Audit Committee recognizing his 10 years of service and his 33 years, 9 months
employment with the City of Sioux Falls.
Rolfing reminded the audience that there will be a retirement party for Oksol on
Friday, January 20, 2016, from 1 p.m. to 3 p.m., at the Carnegie Town Hall.
C. Downtown Parking System Overview by Matt Nelson, Public Parking Manager
and Brent O'Neil, Economic Development Manager
Presentation: Approximately 20 minutes followed by discussion.
Nelson, reviewed the PowerPoint slides that include a history of the parking
system and a demand analysis. The slides reviewed were: Provide & Maintain On-
Street and Off-Street Public Parking in Downtown; A Long Parking History;
Facilities and Expansions; Strong Foundation; A Twenty Year Trend; and When
and Where to Build Parking.
O'Neil spoke regarding key dates as they relate to the mix-use parking ramp
and downtown development. He reviewed the following PowerPoint slides: Key
Development Criteria; Initial Planning to Implementation; Next Steps; Major
Approval Package; and Additional Coordination.
Discussion followed regarding the following topics: raising the price of parking
tickets; "warning" citations; the group utilized to determine who the private
partner/developer would be; enterprise funds and fees; private development in the
project; the Railroad Redevelopment Project/Site; updated developments since the
last Request For Proposal (RFP) and Request For Qualification (RFQ) processes;
and clarification on the major approval process for the package.
7. Adjournment
Council Chair Rex Rolfing adjourned the meeting at: 5:30 p.m.
