MINUTES Tuesday, January 10, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Michelle Erpenbach and Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Audit Committee A. Thursday, December 29, 2016 B. Thursday, January 5, 2017 Rolfing said both meetings focused on personnel issues surrounding the hiring of a new Internal Audit Manager. A motion was made by Council Member Rick Kiley and seconded by Council Member Greg Neitzert to approve the Audit Committee Meeting minutes. Council Chair Rex Rolfing called for a voice vote. All members voted yes. Motion Passed. 3. City Council Open Discussion There was none. 4. Presentations Item B was presented before Item A. A. Citywide Cash Audit Report by Rich Oksol, Internal Audit Manager The report focused on the Risk of Misappropriation, Control Activities, Limitations of Controls, and Payment Card Industry Data Security Standards. The objectives, scope and methodology, results, and recommendations were presented. This included: Improved segregation of duties; elimination of some petty cash funds and a decrease in the authorized amount in other funds; and use of City-issued purchase cards for low-dollar purchases. It was noted that the City uses third-party vendors to process payments and payment card information from customers which are not stored on City computer servers. Discussion topics included: service charges for use of Automated Clearing House transactions; fees; the possibility of fraud incurred by check. B. Adaptive Signal Control Technology Report by Rich Oksol, Internal Audit Manager The report was an analysis of data regarding the East 26th Street corridor, which is the only operational ASCT in Sioux Falls. Additional ones will be operational in 2017. Some of the lessons learned included: the cameras used by the system to monitor traffic can store video, but the City chooses not to store video streams; problems with some of the pedestrian cross walk signals not working; and the system not working. Travel time and safety were also analyzed within the report. Discussion topics included: crosswalk signals; working on Automated Technician Recorded Measurers; and implementing the system from when a street is built. A motion was made by Council Member Rick Kiley and seconded by Council Member Greg Neitzert to accept the Adaptive Signal Control Technology Report. Council Chair Rex Rolfing called for a voice vote. All members voted yes. Motion Passed. 5. Adjournment Council Chair Rex Rolfing adjourned the meeting at 4:28 p.m. Denise D. Tucker, MMC Assistant City Clerk
