MINUTES Tuesday, January 3, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Audit Committee A. Meeting of Thursday, December 29, 2016. Rolfing reviewed the meeting. 3. City Council Open Discussion Council Member Christine M. Erickson stated there will be a Working Session of the Council on January 24, 2016, at 3:30 p.m. in Carnegie Town Hall for the purpose of discussing tobacco policy. 4. Presentations A. Museum Storage Facility by Bill Hoskins, Director of the Siouxland Heritage Museums Presentation: Approximately 20 minutes followed by discussion An overview of the need for a separate museum archive storage facility was provided as well as a description of the agreements associated with the project. The agreements set forth cost-sharing requirements, items requiring joint City- County approval (final design, authorization of notice to bidders, and award of the contract.) Final design will be presented at a forthcoming Joint City Council/Minnehaha County Commission meeting. Discussion about cost and cost sharing, construction contract delivery methods, next steps for design approval, and how the new archive building would be used followed. B. Fire Code Revision and Standby Fee Increases by Dean Lanier, Sioux Falls Fire Rescue Fire Marshall Presentation: Approximately 15 minutes followed by discussion Proposed changes to the Fire Code include numbering changes within the code as well as an increase to the Fire Standby Fee Schedule. Fire standby is a life safety precaution to provide safety oversight of an event/structure when fire systems are altered from their normal operating functions. The proposed fire standby fee increase is a cost recovery means for services provided and reflect an overtime rate for the fire inspectors, which also includes a benefits factor. The proposed rate threshold is $90 per hour per inspector. Discussion about the proposed rate, reasons for fire standby fees, and comparability of the fees to other municipalities followed. 5.
