MINUTES Tuesday, December 20, 2016 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert (arr. 4:01 p.m.), Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Public Services Committee A. Tuesday, December 13, 2016 Committee Chair Christine M. Erickson said the Public Services Committee received a Tax Increment Financing (TIF) 101 presentation from Community Development. This is an annual presentation. 3. City Council Open Discussion There was none. 4. Presentations A. November Financial Report by Tracy Turbak, Director of Finance The November Monthly Financial Report included an overview of Sioux Falls MSA Unemployment; Building Permits, YTD Permit Valuations; Sales Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD. Discussion included how the City budget will be at the end of 2016; the increase in State sales tax; demographics of unemployment; and on making proactive financial adjustments throughout the year. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel  about proposed or pending litigation or contractual matters. (SDCL 1-25-2 (3)) B. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2(1)) A motion was made by Michelle Erpenbach and seconded by Christine M. Erickson to enter into Executive Session at 4:12 p.m. for consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters (SDCL 1-25-2 (3)); and for discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2(1)) Vote to enter: Roll Call: Yeses, Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly, 8. Noes, 0. Motion Passed. A motion was made by Christine M. Erickson and seconded by Michelle Erpenbach to exit the Executive Session at 5:53 p.m. A voice vote was taken and all members present voted yes. Motion Passed. 6.
