MINUTES Tuesday, December 13, 2016 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Fiscal Committee A. Tuesday, December 6, 2016 City Council Member Michelle Erpenbach provided an update on the Fiscal Committee Meeting discussion which included the following topics: the bid process complying with state law; and committee members meeting with representatives from Prairie View Prevention Services regarding their contract. In addition, she stated this topic will be discussed at future Working Sessions for the Fiscal Committee. 3. City Council Open Discussion Council Member Christine M. Erickson spoke about attending the South Dakota Municipal League Board of Directors meeting last week. Erickson noted that February 7, 2017, is the date for the Legislative Meeting and Dinner in Pierre, SD. The following topics were discussed at the Municipal League meeting under New Business: legislation that has been dropped and potential legislation coming in; and proposed changes to the retirement system. Erickson stated that one of the proposed amendments will be about wage spiking. Discussion followed. She stated the following items were also discussed: creating a pool of support for code enforcement and inspection to assist smaller communities who cannot afford a full time staff member. The need for a state wide radio system was discussed with Erickson citing recent examples where law enforcement was able to pull together joint resources. Erickson stated the proposal to support the state radio system will be added to the legislative priorities resolution for tonight's City Council Meeting. Discussion followed.  City Council Member Pat Starr spoke about the Compassionate Sioux Falls program and the Living Library. He shared information regarding the participants in the Living Library and their life stories. Starr thanked Assistant City Clerk Denise Tucker for her contributions to the success of this ongoing program. 4. Presentations A. National League of Cities Annual Conference Trip Report by Council Members Theresa Stehly (At-Large), Greg Neitzert (Northwest District), and Pat Starr (Northeast District) Presentation: Approximately 15 minutes followed by discussion. Council Member Theresa Stehly discussed: trust, transparency and citizen involvement; the Rivers and Roads workshop; the Crystal Lagoons development program; the Uptown On The Upswing Tour; Criminal Justice Reform Program; Minneapolis For A Lifetime; The Open Checkbook (Transparency in Ohio); Participatory Budgeting; San Diego paying for sidewalks; and speed signs in residential areas. Council Member Greg Neitzert discussed: An overview of the City of Pittsburgh; Solution Sessions, Mobile Workshops (A review of the High Tech High Rise); Parking and Transportation; the New Main Street USA; Two-Way Bike Lanes; Millennials; Bike Sharing; Manufacturing; Enterprise Funds and Reserves; Going to Citizens; and the health of Sioux Falls. Starr discussed: sharing stories of Sioux Falls activity; Mobile Conferences (bus tours and discussion); Corporate Connection (housing and revitalization, etc.); and Universities in Pittsburgh. B. Paratransit Policy Changes and Agency Agreements by Sam Trebilcock, Transportation Planner Presentation: Approximately 15 minutes followed by discussion. Sam Trebilcock, Transportation Planner, spoke regarding the human service agency funding agreements for transportation day trips, and a proposed cap to new paratransit subscription trips. The six month contract with River City was discussed. Discussion followed. C. Contract for the Management and Operation of Sioux Falls Transit by Sam Trebilcock, Transportation Planner Presentation: Approximately 10 minutes followed by discussion. Trebilcock provided the following information: the process used for the Transit Management Contract; the current Sioux Area Metro Management Structure; the Proposal Review Team; the process used for the selection and approval of the Management Firm; First Transit's Contract/Details; the Added Value Projects  Included; and First Transit's Annual Management Fee.
