MINUTES Tuesday, December 6, 2016 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. A moment of silence was observed for Ethan McMahon and all of the people impacted by the Friday, December 2, building collapse. An update of efforts to date regarding the building collapse was provided. The Council commended first responders for their ongoing handling of the incident. 2. City Council Open Discussion Council Member Pat Starr provided information about the upcoming "Living Library" event to held on Sunday, December 11, 2016, at the Ronning Branch Library from 2 p.m. to 4 p.m. Council Member Theresa Stehly recognized Starr for representing the Council at the Multi-Cultural Center's "International Chef Cook-Off." Council Member Christine M. Erickson discussed a meeting some members of the Council held with the Executive Director of the South Dakota Municipal League and local legislators. Council Member Michelle Erpenbach commented on State radio readiness. 3. Presentations A. Pre-Trial Task Force Report by Erin Srstka, Coordinator for the Minnehaha County Commission Presentation: Approximately 10 minutes followed by discussion The Public Safety Assessment (PSA) is a result of local pre-trial efforts aimed at  better managing individuals between arrest and their court appearance. The PSA is an objective pre-trial risk assessment that measures an individual's propensity to commit another violent crime and their propensity not to appear in court. The PSA is a tool judges may use when deciding whether or not an individual should be released during the pre-trial phase. Implementation of the PSA is expected to take six to 12 months. B. City Administration Building Update by Sue Quanbeck Etten, Director of Central Services Presentation: Approximately 10 minutes followed by discussion Funding for the City Administration Building is secured, the first bid package will be advertised later this week, and the occupancy plan is completed. The plan is guided by four goals which resulted in the determination of where departments will be located. The new building will serve as a "business and development center" while City Hall will be a "resident services center." The plan includes discontinuation of the lease at 100 S. Dakota Ave. in 2018. There will be a groundbreaking in January 2017. Discussion included: disposition of currently-owned furnishings, costs of new furnishings, plans for empty space, and plans for other leased buildings. C. Revisions to the Pension Trusts by Tracy Turbak, Director of Finance and Mary Beth Braitman, Ice Miller Presentation: Approximately 20 minutes followed by discussion Pension revisions in 2013 reduced the City's liability for future premiums; as a result accumulated assets to date exceed the lower liability. Objectives of revisions to the pension ordinance are to: fully fund a 115 Trust to pay remaining retiree health benefits; move excess assets currently held in retiree health benefit buckets (401(h) accounts) to the defined pension benefit buckets; make accounting consistent with current GAAP requirements; make language consistent with the current IRS code; and, preserve promised retiree health care benefits and promised employee pension benefits. The proposed ordinance will update language, close 401(h) accounts, establish a new 115 Trust, deposit sufficient assets into the 115 Trust, and deposit all remaining excess assets into pension trusts. Discussion included: impacts on budget planning, current funding processes, accounting, City contributions, oversight, and City obligations. The pension revision ordinance will be presented to the Council for a 1st Reading on Tuesday, December 13, 2016. D. Draft 2017 Legislative Priorities by Jim David, Legislative/Operations Manager Presentation: Approximately 10 minutes followed by discussion Eight legislative priorities will be presented to the City Council as a resolution at  the meeting of Tuesday, December 13, 2016. The priorities are for the 2017 State Legislative Session. Rolfing excused himself from the meeting at 5:43 p.m. 4.
