Council Vice Chair Rick Kiley called the meeting to order at 4 p.m.

There were no comments.
4. Presentations
A. October Financial Report by Tracy Turbak, Director of Finance
Presentation: Approximately 15 minutes followed by discussion.
The October Monthly Financial Report included an overview of unemployment,
building permit valuations, sales tax and entertainment tax collections (without
audits), and General Fund revenues and expenditures.
An overview of a forthcoming presentation about the pension fund was provided.
Discussion included the forthcoming pension fund presentation, budget
expectations for the remainder of 2016 and into 2017, and budget execution.
B. Annexation Program by Mike Cooper, Director of Planning and Building
Services; and Albert Schmidt, Urban Planner
Presentation: Approximately 20 minutes followed by discussion.
The Annexation Program includes a wide range of participants and can be initiated
by property owners or the City. The City prioritizes annexations based on several
factors and determines when annexation discussions with property owners will
begin; annexation efforts may take up to several years of planning and discussions
with property owners. The Planning Department seeks to continue its dialogue
with the Council about the policies in place used to implement the program.
Discussion focused on equity, costs and benefits, the process, and ways to
continue the discussion about the program.
C. Proposed Changes to the Private Best Management Practices (BMP) Ordinance by
Lance Weatherly, Principal Engineer
Presentation: Approximately 15 minutes followed by discussion.
The proposed ordinance is a continuation of the City's storm water management
efforts. BMPs as discussed in this context include engineered storm water devices
which treat and store storm water before it is released. The ordinance is being
proposed as a result of statutory requirements and because there currently exists no
ordinance requiring operation and maintenance of Private BMPs. Development of
the proposed ordinance included outreach to multiple stakeholders and includes
construction, operation, and maintenance requirements. The proposed ordinance
will also include provisions which address accessibility and notice for inspections
as well as enforcement procedures.
Penalties and staffing requirements for enforcement were discussed as well as the
frequency of inspections.

Council Vice Chair Rick Kiley adjourned the meeting at 5:24 p.m.
