MINUTES Tuesday, November 15, 2016 Informational City Council 4:00 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Rex Rolfing, Marshall Selberg Members Absent: Greg Neitzert, Pat Starr, Theresa Stehly, Mike T. Huether Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Urbanized Development Commission (UDC) A. Thursday, November 10, 2016 Vice Chair Rick Kiley provided a report on the meeting. He said there was an election of officers and Steve Metli was re-elected chair. Appointments were made for the Citizens Advisory and Transportation Coordination committees. Kiley informed Rolfing that he was appointed to the TCC. He added that they also discussed revisions and an administrative amendment to the 2017-2020 Transportation Improvements Program; Safety Performance Measures; and the Sioux Falls Pavement Condition Index. 3. City Council Open Discussion Council Member Michelle Erpenbach spoke about Hunger and Homelessness Awareness Week and the updated version of the Helping Hand Emergency Resource Guide. Kiley discussed the day trip that he and Rolfing took yesterday, along with several other government officials, to Minnesota. They were guests of Xcel Energy and they visited a wind farm around Buffalo Ridge, and a solar energy site northeast of Marshall. Council Member Marshall Selberg spoke about the Veterans Day service that he attended at Lincoln High School on Friday. He and his daughter attended the program with his father-in-law, who is a Vietnam Veteran. Selberg said Kiley and Council Member Theresa Stehly also attended the event. 4. Presentations A. Summer Youth Bus Program Update by Jim David, Legislative/Operations Manager Presentation: Approximately 10 minutes followed by discussion. Jim David, Legislative/Operations Manager, presented an update on the free youth bus pass program. He provided a brief history on the program and ridership statistics. David showed how there has been increases in Annual Ridership, Ridership Growth and Youth Ridership. He asked the Council how to proceed with the pilot program; should they have a third pilot program, make it a permanent program, or discontinue the program? Discussion included: ridership trends for the winter months; the downside of continuing the program; improvements for the program; next steps; behavior issues; and why kids are riding the buses. Rolfing recommended moving this issue before the full Council and asked David to prepare an ordinance to make this a permanent program. 5. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2 (1)) A motion made by Rick Kiley and seconded by Michelle Erpenbach to enter into Executive Session at 4:24 p.m. for discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2 (1)) Vote to enter: Roll Call: Yeses, Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Rex Rolfing, Marshall Selberg, 5. Noes, 0. Motion Passed. A motion was made by Council Member Christine M. Erickson and seconded by Council Member Michelle Erpenbach to exit the Executive Session at 5:04 p.m. A voice vote was taken and all present members voted yes. Motion Passed. 6.
