MINUTES Tuesday, September 11, 2018 Council Working Session 2 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: None 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 2 p.m. 2. The Budget for the Fiscal Year Ending December 31, 2019, and the 2019-2023 Capital Program A. Unobligated Funds Erickson asked Erica Beck, Chief of Staff to the Mayor, to provide a brief overview of how the “2019 Departmental Non-Funded Initiatives” list was developed. Beck explained the process and the rationale for including the items on it. She further provided details about City Participation in Community Branding, Affordable Housing, S.W.A.T. Armor for bomb technicians, and the Bike Trail Park Service Worker. B. Amendments The Council was provided their consolidated list of possible amendments (to-date) to the budget and discussed several of those items. Council Member Greg Neitzert asked if the STI NOW Initiative amount would be allocated toward specific portions of the NOW program. Erickson and Council Member Rick Kiley explained that it would not be specifically designated but would assist in workforce development. Council Member Pat Starr asked Duwayne Wohlleber, President/ Financial Secretary of the South Dakota State Federation of Labor (AFL-CIO), to come forward and discuss apprenticeship programs in the eastern South Dakota area. He provided an overview of the programs and the benefits offered by the programs. Wohlleber stated that additional funding for a "vocational liaison" and additional classroom space would be helpful and a potential grant opportunity for the Council. There was further discussion about job placement, program locations, and marketing. Starr spoke about a possible amendment for the South Dakota African American Museum at the Washington Pavilion. He noted that the display is in need of getting updated. There was discussion about the scope of what an update would entail, how it is funded, and discussions with Pavilion staff regarding the potential funding. Council Member Theresa Stehly noted the importance of solar speed signs and encouraged their continued use in the City. She spoke about the need for a safe driving campaign and more covered bus stops. Starr asked T.J. Nelson, Deputy Chief of Staff to the Mayor, to speak about the reforestation plan. Nelson noted the plan is in development and will be presented at a later date, but provided an overview of its intent and considerations for implementation. Council Member Janet Brekke spoke about her desire to explore funding opportunities in the upcoming year for the State Theater and asked about the Arrowhead Park house. Discussion about both topics followed. 3. Open Discussion Stehly spoke about the comprehensiveness of the budget process thus far. Nelson spoke about the Battalion Chief (1) (ALS-EMS) position noted on the Non- Funded Initiatives list. He explained the purpose of the potential position and recommended that it is not necessary for this budget cycle. Erickson summarized the budget process to date and asked Beck to provide feedback from the Administration's perspective. Beck suggested more collaboration earlier in the process and discussing proposed amendments. She also noted the outstanding work of the Finance team. Beck concluded that the Administration would like to come back to the Council at a future meeting to discuss long-term budgeting strategies. 4. Public Comment There was none. 5.
