MINUTES Budget Working Session Tuesday, January 28, 2025 at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Present: David Barranco, Miranda Basye, Sarah Cole, Rich Merkouris, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Absent: None Council Chair Curt Soehl called the meeting to order at 3 p.m. 2. Discussion Topic(s) A. Recap of ARPA Spending Shawn Pritchett, Director of Finance, spoke on the $25.4Min ARPA funding that the City has received and what it was used for (presentation for all meeting topics attached to the agenda). B. Capital Projects and Anticipated BID Timelines Pritchett provided background on the City's notable Capital Projects and the 2025 anticipated BID schedule. C. End of Year Sales Tax Growth Pritchett spoke on the monthly and annual sales tax growth, and the impacts of sales tax growth. He also gave a brief review on the Reserve Policy, and commented on the current news events regarding federal funding. D. Sales/Use Tax Fund - Capital Project Reserve Amount Policy Pritchett gave a detailed overview of the City's Sales and Use Tax Fund. E. Budget Timeline Pritchett shared information on the 2026 Budget timeline. F. 2026 Budget Priorities  Following the presented topics, there were detailed discussions held between the Council and Department Directors in regard to the budget, tax, and projects. The questions that were asked by the Council were answered by Mark Cotter, Public Works Director; Bill O'Toole, Human Resources Director; Logan Penfield, Housing Development Manager, Planning and Development Services; Jeff Eckhoff, Planning and Development Services Director; and Pritchett. 3.
