Profilet called the meeting to order at 8:04 am.
Present: Chairperson Katrin Profilet, Vice Chair Erica Mullaly, Board Member Darrell
Schmith, Board Member Anita Wetsch, Board Member Mike Hart, Board Member

APPROVAL OF THE AGENDA
Vice Chair Erica Mullaly made the motion to approve the agenda. Board Member
Wetsch seconded the motion.
Voice vote to approve:

Anesha wanted to comment on the homeless shelters near downtown. Thought that
the Union Gospel Mission has established rules and programs which makes it more
effective than the Bishop Dudley.
NEW BUSINESS
1. BID Board Minutes from August 22, 2023
Vice Chair Erica Mullaly made the motion to approve BID Board Minutes from August
22, 2023. Board Member Wetsch seconded the motion.
Voice vote to approve:
6 Yes: Profilet, Mullaly, Schmith, Wetsch, Hart, Krueger
0 No: (None).
Motion Passed.
2. 2024 BID Budget
Batcheller presented the 2024 Budget.
Schmith asked if there have been discussions on potentially expanding the boundaries
of the BID. Batcheller indicated that the downtown boundary expansion is
contemplated in the 2035 Downtown Plan, but no discussions have begun on when
that may occur.
Wetsch made a statement that some of the marketing funds could be used to assist
with the messaging around the homelessness/panhandling issues and the resources
that are available.
Batcheller indicated that they are looking into an assessment that is completed by
Block by Block that could provide an analysis of the current homelessness outreach.
Batcheller planned to discuss this further with the City to see how this could be best
funded.
Board Member Darrell Schmith made the motion to approve 2024 BID Budget. Vice
Chair Mullaly seconded the motion.
Voice vote to approve:
6 Yes: Profilet, Mullaly, Schmith, Wetsch, Hart, Krueger

Motion Passed.
3. 2024 BID Assessment
Powers stated that the proposed BID roll was filed with the City Finance Department
July 22, 2024, and a mailed notice was given to all property owners on the roll.
Powers stated there were 236 properties in 2023 paying to the BID assessment for a
total of $396,903.44. The 2024 BID assessment will collect $457,805.14 over 237
properties.
The total assessment is based on the calculation of:
Buildings:
$1.50 / 1,000 for building valuation $0-1 million
$0.50 / 1,000 for building valuation over $1 million
Land:
$1.00 / 1,000 for land valuation $0-200,000
$0.50 / 1,000 for land valuation over $200,000
Board Member Anita Wetsch made the motion to adopt 2024 BID Assessment. Board
Member Schmith seconded the motion.
Voice vote to adopt:
6 Yes: Profilet, Mullaly, Schmith, Wetsch, Hart, Krueger
0 No: (None).
Motion Passed.
OTHER BUSINESS/OPEN DISCUSSION
Joe Batcheller shared the DTSF is looking to establish a separate checking account
specific for the Business Improvement District and wante d to see if the Board would
support that. It would allow DTSF to help keep the funds separated from other funds
that DTSF uses for non-BID services.
Board Member Anita Wetsch made the motion to support a separate account for the
BID. Board Member Schmith seconded the motion.
Voice vote to allow:
6 Yes: Profilet, Mullaly, Schmith, Wetsch, Hart, Krueger
0 No: (None).
