Informational Meeting

MINUTES Tuesday, February 16, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Kenny Anderson Jr., Vernon Brown, Greg Jamison, De Knudson, and Bob Litz. Members Absent: Gerald Beninga, J. Pat Costello, Kermit Staggers, and Mayor Dave Munson. Staff Present: Debra A. Owen, City Clerk, and Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order Vice Chair Greg Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Updates by Debra A. Owen, City Clerk Staggers arrived to the meeting at this time. Owen said there would be a request to defer Item 17 at tonight’s City Council Meeting. She presented the Council with options for waterbill inserts, pertaining to the upcoming election; and stated that all 57 polling places have been set. Discussion regarding Item 17. Owen mentioned that there is a seating chart for the Joint City/Minnehaha and Lincoln Counties meeting tonight at 5:00 p.m. She also reviewed the seating for the meeting. Election update. Owen said the Council was provided with information regarding language for a Council sponsored Charter Revision item. She said dates have been selected for the League of Women's Voters forums. They will be on March 20th and March 27th. Discussion followed. 3. Mayor Munson No report. 4. Audit Committee No report. 5. Fiscal Committee No report. 6. Land Use Committee Staggers said there would be no Land Use Committee Meeting in February. 7. Public Services Committee  Brown said they would finish discussing the wheelchair transport item at their reguarly scheduled meeting on Monday, March 8th. The vote is scheduled for March 15th. 8. City Council Open Discussion Knudson encouraged the public to go see the Sioux Empire Community Theater’s production of "On Golden Pond". She gave a reminder of tomorrow’s 7:30 a.m., Breakfast Club meeting at Leonardo’s Cafe in the Washington Pavillion. Knudson stated she attended a Sports Authority meeting this morning. She mentioned the upcoming Summit League Tournament and said that group will host Sioux Falls’ first marathon on September 12th. She spoke about attending the Legislative briefing about Blood Run National Historic Landmark. Litz spoke about being out in Pierre and the Senate Bill regarding municipalities being able to raise sales tax for certain specific projects. He said he was dismayed by the results. Litz said the Events Center Task Force would be meeting soon to see what is next. Discussion followed. 9. Presentations A. Information Technology Internal Audit Report by Rich Oksol, Lead Internal Auditor Audit Report Discussion regarding tracking emails and who has access to the emails. Costello arrived to the meeting at this time. B. Housing Study Presentation/Overview by Scott Knudson, owner/partner of Community Research Partners, Inc. PowerPoint Presentation Discussion followed. 10. Executive Session A. Personnel matter - Rescheduled to February 22, 2010 11.
