MINUTES Monday, February 22, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Kenny Anderson Jr., Gerald Beninga, Vernon Brown, J. Pat Costello, Greg Jamison, Bob Litz, and Mayor Dave Munson. Members Absent: De Knudson, and Kermit Staggers. Staff Present: Debra A. Owen, City Clerk, and Tamara Jorgensen, Assistant City Clerk 1. Call To Order Council Chair Costello called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Updates by Debra A. Owen, City Clerk No Report. 3. Mayor Munson No Report. 4. Audit Committee The next Audit Committee Meeting is scheduled for Thursday, March 25, 2010, at 4:00 p.m. 5. Fiscal Committee The next Fiscal Committee Meeting is scheduled for Monday, March 1, 2010, following the Informational Meeting. An update will be received on the record retention process with the goal of having that project completed by the end of March. 6. Land Use Committee No report. 7. Public Services Committee No report. 8. City Council Open Discussion No reports. Council Member Staggers arrived at this time. 9. Presentations A. 2009 Preliminary Financial Results and 2010 Contingency Plan by Eugene Rowenhorst, Director of Finance Document: Results and Plan Power Point presentation and discussion on the 2009 Preliminary Year-end Results. Power Point presentation and discussion on the 2010 Contingency Plan. Discussion regarding the budget for street repairs and a request for additional information. Discussion held regarding meeting the budget goals. Power Point presentation and discussion on the 2010 Capital Contingency Plan. 10. Executive Session A. Contract Negotiations B. Personnel matter A motion was made by Council Member Litz and seconded by Council Member Jamison to go into Executive Session at 4:40 p.m. for the purpose of discussing Contract Negotiations and a Personnel matter. Council Chair Costello called for a voice vote and all members present voted yes. Motion Passed. Contract negotiations were discussed at this time. Mark Cotter, Kevin Smith, Greg Anderson, Gregg Greenfield, Steve Burian, Colleen Anderson and Assistant City Clerk Jorgensen left the meeting at 5:15 p.m. A personnel matter was discussed at this time. Bill O'Toole, Robert Amundson and Mayor Dave Munson left the meeting at 5:35 p.m. City Clerk Debra A. Owen left the meeting at 6:00 p.m. A motion was made by Council Member Brown and seconded by Council Member Beninga to go out of Executive Session at 6:11 p.m. Council Chair Costello called for a voice vote and all members present voted yes. Motion Passed. 12.
