Informational Meeting

MINUTES Monday, March 29, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Gerald Beninga, Vernon Brown, J. Pat Costello, Greg Jamison, and Kermit Staggers. Members Absent: Kenny Anderson Jr., De Knudson, Bob Litz, and Mayor Dave Munson. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Tamara Jorgensen, CMC, Assistant City Clerk. 1. Call To Order Council Chair Costello called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk / Chief of Council Operations Owen stated that absentee voting is now taking place at the County Administration Building. So far, there have been 650 citizens who have voted. Owen gave an update to the City Council regarding the vehicles for hire ordinance which may come forward for reconsideration at the April 5, 2010, City Council Meeting. This item may be scheduled for a hearing date at the City Council Meeting on Monday, April 12, 2010. 3. Mayor Munson No report. 4. Audit Committee An update was received from Rich Oksol, Lead Internal Auditor. The Audit Committee has reviewed and approved one report which will be presented at a future informational meeting. In addition, a request for a special audit received from Council Member Anderson, Jr. has been approved. 5. Fiscal Committee There will be a meeting on Monday, April 12, 2010 to discuss the progress of the digital imaging program. 6. Land Use Committee No report. 7. Public Services Committee No report. 8. City Council Open Discussion Council Member Brown reminded the Council that April 8, 2010, is the District Meeting for the South Dakota Municipal League and it will be held in N. Sioux City, SD. Council Members can contact the City  Clerk’s Office to make travel arrangements. Discussion was held regarding changing the timeline for the election of the Council Chair, the Council Vice Chair and the Committee assignments. Owen gave an update on how other cities handle this procedure. 4:05 p.m. Mayor Munson and Council Member Anderson Jr. arrived at this time. 4:10 p.m. Council Member Litz arrived at this time. 9. Presentations A. Monthly Financial Report by Eugene Rowenhorst, Director of Finance Document: Monthly Report for February, 2010 Document: Monthly Report for March, 2010. Recd. 03/30/10 Item 9C was heard at this time. B. Proposed Ordinance regarding False Alarms by Doug Barthel, Chief of Police; Greg Schmit, Officer; and Keith Allenstein, Assistant City Attorney Document: Proposed Ordinance - 'clean' version Document: Proposed Ordinance - Overstruck/underscored version C. 2009 Auditor's Report from Eide Bailly with introductions by Rich Oksol, Lead Internal Auditor: David Stene and Dean Buckneberg, CPA's and Partners for Eide Bailly 10. Executive Session A. Contract Negotiations A motion was made by Council Member Litz and seconded by Council Member Jamison to go into Executive Session at 4:53 p.m. for the purpose of discussing contract negotiations. 4:55 p.m. Council Member Brown left the meeting at the this time. 5:00 p.m. Council Chair Costello left the meeting at this time. 5:08 p.m. City Clerk/Chief of Council Operations Owen left the meeting at this time. Contract negotiations were discussed at this time. A motion was made by Council Member Beninga and seconded by Council Member Anderson Jr. to go out of Executive Session at 5:13 p.m. 11.
