MINUTES Monday, April 5, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Kenny Anderson Jr., Vernon Brown, J. Pat Costello, Greg Jamison, De Knudson, and Bob Litz. Members Absent: Gerald Beninga, Kermit Staggers, and Mayor Dave Munson. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Denise D. Tucker, CMC, Assistant City Clerk. 1. Call To Order Council Chair J. Pat Costello called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Reminder that absentee voting is available now at the Minnehaha County Administration Building, from 8:00 a.m. to 5:00 p.m., Monday through Friday. On this Saturday, absentee voting will be available from 8:00 a.m. to Noon, at the County Administration Building. Also, Owen, reminded everyone that the Election is on Tuesday, April 13, 2010, from 7:00 a.m. to 7:00 p.m. She said the results will be available on www.siouxfalls.org. Councilor Staggers arrived to the meeting at this time. Owen reminded the council to use their laptops as some items would be accessible online. She said there were some emails from the Police Chief regarding the alarm ordinance. Owen said some of those attachments would be available via Granicus. She encouraged the Council to review the items. Owen reviewed some amendments that would be on the 7:00 p.m. meeting. The first amendment is for Item 29, dealing with the exemption from fees. She explained to the Council that they will hear the item with a motion pending. Discussion followed. Owen said that there would be a motion to reconsider the Vehicle for Hire ordinance. Discussion followed. 3. Mayor Munson No report. 4. Audit Committee No report. 5. Fiscal Committee Costello said there would be a Fiscal Committee meeting immediately following the Informational Meeting. There would be a digitial imaging update. 6. Land Use Committee No report. 7. Public Services Committee Brown said there would be no meeting next week. 8. City Council Open Discussion Knudson said this is the fourth year for the Whittier Neighborhood Cleanup, which will be held Saturday, April 24, 2010, from 10:00 a.m. to 4:00 p.m. She said the newest exhibit at the Old Courthouse Museum is about hot air balloons. The opening reception is Thursday, April 15, 2010, from 5:00 to 7:00 p.m. Knudson thanked the Council members for their public service and encouraged the public to contact the Council if they have concerns. Litz discussed the proposed alarm ordinance and wanted to know if there was any interest in referring the ordinance to the Public Services Committee, to allow for more public input. Discussion followed. Litz inquired what the process will be on selecting a new chair and vice chair for Council. Discussion followed. 9. Presentations There were none. 10.
