Informational Meeting 4:00 PM at Carnegie Town
Sioux Falls City Council Hall
235 West Tenth Street
Members Present: Council Member Aguilar, Council Member Brown, Council Member
Entenman, Council Member Erpenbach, Council Member Jamison, Council Member Litz,
Council Member Rolfing, and Mayor Mike T. Huether.
Members Absent: Council Member Anderson Jr.
Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Jamie L. Palmer,
CMC, Assistant City Clerk.
1. Call To Order
Council Chair Jamison called the meeting to order at 4:00 p.m.
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
Owen reviewed some items on this evening's City Council agenda. She said that
she attended an IIMC Board Member meeting in Omaha, Nebraska last week.
3. Mayor Huether
Mayor Huether gave several updates on happenings in the City.
4. Audit Committee
Jamison said that an Audit Committee meeting is currently being scheduled and everyone
will be notified of the date when it is scheduled.
5. Fiscal Committee
Brown said that a meeting is scheduled for Tuesday, November 9, 2010, at 4:00 p.m.
6. Land Use Committee
No report.
7. Public Services Committee
Erpenbach reported that the meeting originally scheduled for today has been postponed
and will be rescheduled. The item for discussion is the Ethics ordinance.
8. City Council Open Discussion
Brown spoke about the Homeless Advisory Board meeting and said that there is an
increased number of homeless in Sioux Falls.
Aguilar offered congratulations to Councilor Bob Litz on his recent election to County
Auditor and that the council will begin the process to find his replacement when he
takes office in March.
Jamison said that he attended the Air National Guard dedication this past weekend and
shared information about the new jets that are being brought into the Air Guard unit
located in Sioux Falls.
Jamison said that he is currently working on a revision to the RV ordinance and invited
input from the other council members.
Jamison said that he is working with Councilor Entenman on a revision to the ordinance
that defines a commercial vehicle and invited input from the other council members.
9. Presentations
A. Who controls the railroads and when they travel in town by Jon Mulloy,
President of Ellis and Eastern Railroad
B. Events Center Update by Mayor Mike T. Huether

Council Member Litz left the meeting at this time.
10. Executive Session
A. Personnel issues under SDCL 1-25-2(1)
B. Pending litigation under SDCL 1-25-2(3)
A motion was made by Council Member Rolfing and seconded by Council
Member Entenman enter into Executive Session at 5:42 p.m. to discuss personnel
issues and pending litigation.
Council Chair Jamison called for a voice vote on that motion and all members
voted yes. Motion Passed.
A short recess was taken to clear the room and the discussion began at 5:47 p.m.
A motion was made by Council Member Entenman and seconded by Council
Member Aguilar to exit from Executive Session at 6:34 p.m.
Council Chair Jamison called for a voice vote on that motion and all members
voted yes. Motion Passed.
11. Adjournment
The meeting was adjourned at 6:34 p.m.
