MINUTES Monday, November 1, 2010 Informational Meeting 4:00 p.m. at Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Council Member Aguilar, Council Member Anderson Jr., Council Member Brown, Council Member Entenman, Council Member Erpenbach, Council Member Jamison, Council Member Litz, and Council Member Rolfing. Members Absent: Mayor Mike Huether. Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations, and Denise D. Tucker, CMC, Assistant City Clerk. 1. Call To Order City Council Chair Greg Jamison called the meeting to order at 4:00 p.m. 2. City Council Staff Report Mayor Huether arrived at this time. A. Debra A. Owen, City Clerk/Chief of Council Operations Owen said they are working on the Legislative Priorities for 2011. A Council working session, to set the priorities, is being scheduled. Owen announced that the new City Council photo is available for viewing and will be posted online soon. She added that two pictures were hung in the Multi-Purpose Room. They were painted by Shirley Jamison, wife of former Council Member Bob Jamison and mother of Council Chair Greg Jamison. The paintings were donated to the City years ago. Informational meetings for November 29th and December 27th have been cancelled by Council leadership. Owen reminded everyone to vote. 3. Mayor Huether Huether said there are several presentations that will be scheduled in the week’s to come. He said today’s presentation is about parking in Downtown Sioux Falls, next week’s is the Event Center update and on November 15th, there will be an update on the Railroad Relocation project. A presentation will be held the first week of December regarding commercial development in Downtown Sioux Falls. Huether said they would like to do a presentation on public transportation. He said the major road construction season is almost over and he is proud of what they were able to accomplish. Huether said the following projects are almost completed: Eighth Street, River Boulevard, Minnesota Avenue manhole covers, and there is one last push to fix potholes. Huether asked the Council and public to submit their priority list of road repair projects for 2011. Huether said there are 1,100 City employees and they had 70% participation in the United Way, which is one of the highest participation rates that the City has ever had. The City had 771 employees donate, almost $100,000 to the United Way. Work will continue to be done on the River Greenway project. Huether said Don Kearney, Director of Parks and Recreation, will give a project update in the future.  Huether said he has been on the job for six months. He thanked everyone for how they have treated him and his family. 4. Audit Committee No report. Jamison said they are trying to schedule a meeting. The committee was looking for two additional members. Councilors Aguilar and Rolfing volunteered to serve on the committee. 5. Fiscal Committee Brown said the committee is meeting after this meeting. He said they had four items to consider: Entertainment Tax Ordinance revision, Budget Analyst job description, Balanced Budget Resolution, and the Budget Transfer Ordinance. 6. Land Use Committee Litz said they met last week to discuss a trailer court in Norton Acres. 7. Public Services Committee No report. 8. City Council Open Discussion Litz said he and a couple of other councilors attended the ribbon cutting for CNA Surety. He had concerns and questions regarding what is going to happen to the parking ramp over the Big Sioux River. Litz said he attended the Paint the Plow event and thought it was cool. He said the City has an awesome fleet (of equipment). Jamison said he has been doing some research regarding the RV Ordinance. He discovered that if you have a 22-foot motorized RV, you can not bring it to your house. He said it’s his intent to find a compromise so that the citizens of Sioux Falls can enjoy their RVs at their residence. Jamison also discussed vehicle signage and what to do with emergency vehicles. He said both of these items will be coming forward. Discussion followed. 9. Presentations A.
