1. Call To Order
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
Owen provided updates on tonight?s City Council agenda. She said a request has been made by the
administration to defer Item 12 to the first meeting in January, 2011. An amendment will need to be made
for Item 16, to strike two phrases.
She said there is a lot of interest in how the Council will appoint a new Council member once the
resignation of Council Member Bob Litz becomes effective. Owen said he will start his first day (as
Minnehaha County Auditor) on March 7th and will resign (from the Council) on March 6th. A calendar
was provided to show the deadlines for the appointment. Owen reviewed the appointment process.
3. Audit Committee
Jamison said the Council will get an update on January 3rd, from Rich Oksol, Lead Internal
Auditor, regarding reports on the pawn shop reimbursement fund and the sanitary landfill. He added that
at last week's Audit Committe Meeting Councilors Rex Rolfing and Sue Aguilar joined as members.
4. Land Use Committee
Litz said the committee met last week and discussed the sign ordinance. He said the Planning
Department presented a plan on how they are revising the ordinance. They plan to bring it forward in
early spring. Litz said they also discussed commercial vehicles and signage for them.
5. City Council Open Discussion
Aguilar said she sent the Council an email about potential changes to the Inside Town Hall format. She
inquired if there was any feedback to the changes. Discussion followed.
Erpenbach and Rolfing posed a challenge to the Council, which was received from the Pierre City
Commission. They were challenged to donate $25 apiece, along with others, and to do something to
better the community. Erpenbach said the money they raise today will be taken to The Banquet.
Litz said he has been getting phone calls about administrative rules. He wanted to see if it could be
discussed by the Public Services Committee. Anderson said the committee would review it. Discussion
followed.
Jamison said he attended the sold out Carrie Underwood concert on Sunday night at the Arena. He said
that in the future they should talk to Terry Torkildson (Arena general manager) to have him explain the
challenges he has at the Arena, for its size, its construction, what they need, and what they don?t have.

Erpenbach asked a question regarding tonight's agenda Item 12. She asked for insight as to why the item
is to be deferred. Discussion followed.
Rolfing inquired about how to maintain the quality of the river while making Downtown beautiful.
Discussion followed.
Aguilar asked who owns the land once the railroad switching yard is moved. Coopr said the intent is that
the City would own the property. Discussion followed.
Anderson asked about Tax Increment Financing for areas outside of Downtown. Discussion followed.
Jamison inquired about moving Downtown boundary lines. Discussion followed.
Discussion on Uptown at the Falls.
Discussion on roads and a new entry for Falls Park/Downtown.
7. Adjournment
Council Chair Jamison adjourned the meeting at 5:18 p.m.
