MINUTES Monday, May 9, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Dean Karsky, Rex Rolfing, Mike T. Huether Members Absent: Greg Jamison Staff Present: Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Council Vice Chair Aguilar called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations No report. 3. Fiscal Committee A. Report from meeting held May 2, 2011 Brown reported that the contracts approval ordinance was discussed and the committee will meet once more regarding this topic before it is sent forward to the full council. Brown invited other council members to offer their input regarding this ordinance. 4. City Council Open Discussion Entenman made a brief statement regarding a complaint that was filed with the Board of Ethics Committee. Aguilar asked for information that Councilor Jamison had requested from Public Works and the Finance office regarding the $3.8 million in available capital funding. Tracy Turbak, Finance Director, gave a brief powerpoint presentation regarding the $3.8 million unobligated funds. He reviewed some projects identified as priority projects should the council decide to utilize the unobligated funds.  Aguilar said that Councilor Karsky and she attended a tour of the River Greenway Project and recommended that other council members attend if they have the opportunity. She congratulated Councilor Rolfing on the birth of his grandson, Gage Kenneth. 5. Presentations A. Washington Pavilion Update by Larry Toll, Washington Pavilion President B. EMS System Design: "Why does our EMS system look this way?" by Jill Franken, Public Health Director; Julie Charbonneau, REMSA Executive Director; Nancy Walstrom, REMSA Board Chair C.
