Informational Meeting 4:00 PM at Carnegie Town Hall

Members Absent: Kenny Anderson Jr., Vernon Brown and Mike T. Huether

1. Call To Order
Council Chair Sue Aguilar called the meeting to order at 4:00 p.m.
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
Owen reminded the Council about the Election Officials workshop in Pierre on
July 14th. She said the candidate applications for the Districting Commission are
being reviewed. Owen said they are still missing one from the Central District. A
Resolution, appointing the applicants, will be brought to the Council.
3. Audit Committee
A. Report from meeting held on Tuesday, May 17, 2011
Jamison said Jason Forbes, CPA, is a new member of the Audit
Committee. Forbes replaced Brad Whitsell. Jamison was selected as the new
committee chair. The committee is sending out a Request For Proposals (RFP) for
external audit services. This is an annual audit of the City, which has been
performed by Eide Bailly, whose contract expired. Jamison said the committee
also discussed Fraud Hotline activity. Upcoming audits include: Cash handling by
the Police Department, a Street Department audit, and an Arena audit. Jamison
said those audits would be finalized and presented at the next Audit Committee
meeting on July 26th. The committee also approved an educational trip for Rich
Oksol, Lead Internal Auditor.
4. City Council Open Discussion
Erpenbach said there was a publication, in the newspaper, that listed phone
numbers for the City Council. She reminded citizens that phone numbers for the
City Council are available online at www.siouxfalls.org. Erpenbach said she was
at a groundbreaking today for Raven Industries. She said they are adding an
80,000-square foot manufacturing facility that will employ 190 people. Erpenbach
informed the Council that they will be receiving an invitation from EROS Data
Imaging to tour their center. She informed the Council that the Department of
Interior will be reducing satellite imaging centers from 200 to 5. EROS has been
pre-selected to be one of the five, but it is not guaranteed.
Jamison reported on a public open house on the proposed Events Center, that
he had for the Southwest District last Wednesday. He said about 50 people
attended, including Councilors Karsky, Aguilar and Brown. Jamison said more
education is needed on the topic and that there is a lot of misinformation out there.
He said he is committed to hosting another open house. Discussion followed.
Aguilar said the tentative date for the next City Council Working Session will be
from 4:00 p.m. to 6:00 p.m., on Thursday, June 16th.

B. Internal Audit Report: Fraud Hotline Activity Report 11-06 by Rich Oksol, Lead

6. Executive Session
A. Preparing for contract negotiations under SDCL 1-25-2(4)
A motion was made by Michelle Erpenbach and seconded by Greg Jamison to
enter into Executive Session at 4:52 p.m. to discuss preparing for contract
negotiations under SDCL 1-25-2(4).
Council Chair Aguilar called for a voice vote on that motion and all members
voted yes. Motion Passed.
Discussion started at 4:54 p.m.
A motion was made by Greg Jamison and seconded by Rex Rolfing, to exit
Executive Session at 5:27 p.m.
Council Chair Aguilar called for a voice vote on that motion and all members
voted yes. Motion Passed.
7. Adjournment
City Council Chair Sue Aguilar adjourned the meeting at 5:27 p.m.
