Informational Meeting 4:00 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman,
Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing
Members Absent: Mike T. Huether

1. Call To Order
Council Chair Sue Aguilar called the meeting to order at 4:00 p.m.
2. City Council Staff Report
A. Debra A. Owen, City Clerk/Chief of Council Operations
Owen said the Redistricting Commission would meet on Wednesday at 9:00 a.m.
She said the April election would be affected by the results of this commission.
Owen reviewed the commission's meeting schedule.
3. Fiscal Committee
A. Report from meeting held on Monday, July 18, 2011
Brown said the Fiscal Committee moved the contracts authorization proposal
forward to the full Council. It will be before the Council in August.
4. City Council Open Discussion
Rolfing said the Land Use Committee would be looking at the Sign Study Group,
Annexation Program, and the Community Development Partnership Presentation.
The committee will meet after the Informational Meeting.
Brown said the Ballot Question Committee received the final number of $115
million, for the Events Center. He wondered if there was a plan for the Council to
be addressed regarding the difference in cost from $110 million to $115 million.
Discussion followed.
Jamison said there was an item he meant to correct with the RV Ordinance. He
said ATVs are currently not allowed to be parked in driveways. Jamison said if
they are licensed and insured and being driven as a vehicle they should be able to
be parked in driveways. Discussion followed. The Land Use Committee will look
at the proposed change.
Jamison said gave an update on the Events Center at a Cosmopolitan Club
Meeting. He said the issue came up about sending it to the public for a vote.
Jamison said it came up that the Council will not vote to approve the plan
proposed by the Administration. Discussion followed.
Jamison reminded everyone that there is an Audit Committee Meeting tomorrow
at 4:00 p.m.
Aguilar reminded the Council that Budget Hearings begin next week. The
meetings will begin at 3:00 p.m. She said they will have to set up Working
Sessions too. Aguilar added that there will not be any Committee Meetings in
August.
Anderson Jr. asked people to reflect on all of the events that have occurred in July.
He said wouldn't it be nice to have a facility that could handle events in the winter
time.

Council Chair Sue Aguilar adjourned the meeting at 5:45 p.m.
