MINUTES Monday, July 18, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing , Mike T. Huether Members Absent: None Staff Present: Debra A. Owen, City Clerk/Chief of Council Operations and Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. City Council Staff Report A. Debra A. Owen, City Clerk/Chief of Council Operations Owen said that she and Council Member Karsky attended the Elected Officials Workshop on July 14, 2011, in Pierre. She said that many items were discussed and shared that annual liquor renewals, without issues, can now be placed on the consent agenda for approval. She said that the amendments for Item 11 on this evening's agenda are available online and in the red notes. She said that a request to defer has been received for Item 14. 3. Public Services Committee A. Report from meeting held on Monday, July 11, 2011 Anderson Jr. said that the committee reviewed the Health Department’s policies regarding 14 day notice requirements and issuance of nuisance violations. The committee voted to move the item to the full council for their consideration. 4. City Council Open Discussion Brown stated that a Fiscal Committee meeting will be held immediately following this meeting to discuss contract authorization. Brown said, in August, the SD Municipal League will be holding their annual policy setting meetings and encouraged others to think about items they would like considered. Karsky said he appreciated the opportunity to attend the Elected Officials Workshop. 5. Presentations Item B was heard before Item A. A. Sioux Falls Building and Development Review Committee - Final Report by Mike Cooper, Director of Planning & Buildings Services; and Keith Severson, Committee Chairperson B. Events Center Bond Financing and Operating Budget Presentation by Tracy Turbak, Director of Finance 6. Executive Session A. Personnel matter pursuant to SDCL 1-25-2(1) and Proposed litigation or Contractual matters pursuant to SDCL 1-25-2(3). A motion made by Michelle Erpenbach and seconded by Rex Rolfing to enter Executive Session at 5:23 p.m. to discuss a personnel matter pursuant to SDCL 1- 25-2(1) and Proposed litigation or contractual matters pursuant to SDCL 1-25-2(3) Council Chair Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. The room was cleared and the discussion began at 5:25 p.m. A motion made by Kenny Anderson Jr. and seconded by Vernon Brown to exit Executive Session at 5:40 p.m. Council Chair Aguilar called for a voice vote on that motion and all members voted yes.
