MINUTES Monday, October 17, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Mike T. Huether Members Absent: Kenny Anderson Jr. Staff Present: Sue Roust, Interim City Clerk and Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Sue Roust, Interim City Clerk Sue Roust, Interim City Clerk, gave a brief election update and spoke about the electronic document imaging project that the City Clerk's office will begin soon. 3. City Council Open Discussion Councilor Jamison said that he will be hosting a Southwest District meeting at the Caille Branch Library on Tuesday, October 18, 2011, at 6:00 p.m. and invited all to attend. 4. Presentations A. Comprehensive Wastewater Regionalization Study Update by Tom Gould, HDR National, Director of Finance; and Mark Cotter, Director of Public Works 5. Arapahoe Road Centennial, Colorado 80112 AGENDA PLEASE TURN OFF CELL PHONES; BE RESPECTFUL AND TAKE PERSONAL CONVERSATIONS INTO THE LOBBY AREA. The Centennial City Council Meetings are audio streamed live on the City’s Web site. Please remember to mute the volume on your laptop computers and to turn off all cell phones as they may cause interference with the microphones and audio streaming. 1. Call to Order 2. Roll Call 3. Public Comment The Public Comment section offers an opportunity for any citizen to express opinions or ask questions regarding City services, policies or other matters of community concern that are not part of a scheduled public hearing. Citizens will have three minutes for comments if they are speaking as an individual, or five minutes if speaking on behalf of a group or organization. These time limits were established to provide efficiency in the conduct of the meeting and to allow equal opportunity for everyone wishing to speak. An immediate response should not be expected, as issues are typically referred to City staff for follow-up or research and are then reported back to Council and the individual who initiated the comment or inquiry 5. The Consent Agenda will be read aloud prior to a vote on the motion. Any Consent Agenda item may be removed from the Consent Agenda at the request of a Council Member for individual consideration. 7. Consideration of Land Use Cases (None) Given the quasi-judicial nature of land use cases, we wish to advise the applicant, members of the public and press that in order to provide due process to the applicant and the public, the City Council is only allowed to consider communications that occur during the public hearing and matters set forth in the record. Consequently, City Council Members cannot engage in conversations about any land use applications before the hearing or during a break from the hearing. The purpose of this restriction is to ensure a fair, unbiased process and to allow the City Council to make an impartial, objective decision on the case. We are also not permitted to discuss any land use case that is scheduled to come before the City Council in the future. 11. Consideration of Ordinances (None) 12.
