Informational Meeting 4:00 PM at Carnegie Town Hall

Members Absent: Kenny Anderson Jr., Vernon Brown, James Entenman, and Mike T. Huether.

1. Call To Order
City Council Chair Sue Aguilar called the meeting to order at 4:00 p.m.
2. Staff Report
A. Sue Roust, Interim City Clerk
Roust stated that tonight's meeting will be the first meeting where contract and
agreement updates will appear on the Consent Agenda under Communications.
A five-minute timer display has been developed for use during the Public Input
portion of Council Meetings. Assistant City Clerk Jamie Palmer demonstrated the
timer at this time. Special thanks to Matt Schnaible, Applications Analyst, and
Jamie Palmer, Assistant City Clerk, for developing the timer program.
Roust gave an update regarding the absentee voting numbers for the Special
Election. She stated that it appeared that the absentee voters will double the
previous absentee voting records.
Processing the absentee voting ballots will begin at 2:00 p.m. tomorrow at the
County Administration Building. Election equipment has been delivered to the
precincts with credit given to Budget Analyst David Bixler for coordinating the
delivery arrangements.
The City Clerk's Staff will be on duty at 6:00 a.m. tomorrow to assist with any
election related items.
Barb Johnson has announced her retirement from the City Clerk's Office. She has
worked in the City Clerk's Office in a part time capacity for over five years. Barb
will be greatly missed.
3. Land Use Committee
A. Report from meeting held on Monday, October 31, 2011
Rolfing gave an update stating it was an interesting meeting, which included Steve
Watson, with the Governor's Office of Economic Development, speaking about
economic development. Lynne Keller Forbes, Executive Director of Southeastern
Council of Governments, was also present and gave an update on projects in the
city. Rolfing stated that an ordinance regarding ATV's will be brought forward to
the Council soon. Rolfing stated a task force would be developed to review urban
agriculture concerns. After review, the committee will receive an update in July,
2012.
4. City Council Open Discussion
Erpenbach reminded the Council that Friday is Veterans Day and she invited the public
to attend the Veterans program at 10:00 a.m. at Lincoln High School.
Erpenbach gave an update on the Homeless Advisory Board meeting today. She stated
that their numbers are the same as they have been the last couple of months with the need
for food/ shelter staying the same, and giving is not where it should be. She toured the
Project Safe Home building today. It is supposed to be completed by the end of this
year. Some of the chronically homeless (those homeless for a year) will be able to move
into the facility in January, 2012. Erpenbach reminded the public that $100,000 had
been contributed to this project by the Sioux Falls City Council.
Jamison stated that he will be absent from City Council Meetings on November 14,
2011.
