MINUTES Monday, November 14, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Dean Karsky and Rex Rolfing Members Absent: Greg Jamison and Mike T. Huether Staff Present: Sue Roust, Interim City Clerk and Jamie Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Sue Roust, Interim City Clerk Roust stated that there will be two walk in items on this evening's Council agenda and the details are in the red notes. She reviewed a short Powerpoint, created by Budget Analyst David Bixler, regarding the Special Election results from last week. She also reminded the Council that they will need to discuss establishing their Legislative Priorities for 2012. Rolfing thanked the City Clerk's office for their excellent work with the recent election. 3. City Council Open Discussion Brown gave a report from the Fiscal committee meeting held on November 7th. He said that it was a brief meeting to discuss the Sioux Empire Fair sales tax issue and a fraud policy. Anderson Jr. reported that the Public Services Committee will meet immediately following this meeting to discuss the Zoo Agreement and an amendment to Election ordinance section 14-85. Karsky said that he and Aguilar recently attended the American Council of Engineering Companies Annual South Dakota Awards Banquet. He said that several City Engineers were recognized at this banquet.  Aguilar reminded the Councilors to bring their calendars to the Council Working Session on Wednesday, November 16, 2011, so that a future working session could be scheduled. 4. Presentations A. Update on the November 19th Neighborhood Summit Event by Erica Beck, Economic Development Manager; and Adam Roach, Economic Development Coordinator B. Events Center Bond Financing by Tracy Turbak, Director of Finance; Doug Hajek, Bond Counsel; and Bruce Bonjour, Bond Counsel 5. Executive Session A. Contractual Matter and Proposed or Pending Litigation pursuant to SDCL 1-25- 2(3) A motion was made by Entenman and seconded by Karsky to enter Executive Session at 4:46 p.m. to discuss a contractual matter and proposed or pending litigation pursuant to SDCL 1-25-2(3). Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. A motion was made by Anderson Jr. and seconded by Erpenbach to exit Executive Session at 5:13 p.m. Aguilar called for a voice vote on that motion and all members voted yes. Motion passed. 6.
