Informational Meeting 4:00 PM at Carnegie Town Hall

Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman,
Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing
Members Absent: Mike T. Huether
Staff Present: Sue Roust, Interim City Clerk; and Denise D. Tucker, CMC, Assistant City Clerk
1. Call To Order
City Council Chair Sue Aguilar called the meeting to order at 4:00 p.m.
2. Staff Report
A. Sue Roust, Interim City Clerk
Roust reviewed a memo that she gave to the Council. She said that Fuel Bids will
now be listed on the agenda and recorded in the minutes. She discussed the new
wording for agreements/contacts on the agenda. She said it has been made clear
that the Council is approving those items and not just receiving notice of them.
Roust said there would be a walk in of two contracts at tonight's meeting.
She added that she will be out of the office all next week.
Roust discussed Legislative Priorities. She spoke with Yvonne Taylor, with the
South Dakota Municipal League, to find out what happened to the Council's
Legislative Priorities for last year. Roust went over the findings. She discussed
some potential 2012 Legislative Priorities. Council Members offered what they
would like to see as Legislative Priorities. Discussion followed.
3. Public Services Committee
A. Report from meeting held on Monday, November 14, 2011
Anderson Jr. said they received an update on the Zoo Agreement; and discussed an
amendment to Ordinance 14-85, increasing the time between the annual election
and runoff election from two to three weeks.
4. City Council Open Discussion
Erpenbach said she and Aguilar attended the Mayor's Neighborhood Summit on
Saturday. She said it was a great experience. Erpenbach mentioned that there has
been some discussion on the possibility of changing their Council Meetings from
Monday to Tuesday evenings. Discussion followed.
Jamison reminded everyone that there is an Audit Committee Meeting tomorrow
at 4:00 p.m., in the Council Chambers. He reviewed the agenda.
Aguilar said there would be a new seating arrangement beginning December 1st.
She also mentioned that the Mayor would like to know how often the Council
would like an update on the Events Center project. Discussion followed.

B. Zoo Management Agreement by Don Kearney, Director of Parks and Recreation;
Elizabeth Whealy, President and CEO of the Great Plains Zoo & Delbridge
Museum; Tracy Turbak, Director of Finance; and Karen Leonard, Assistant City
Attorney
6. Adjournment
City Council Chair Aguilar adjourned the meeting at 5:14 p.m.
