MINUTES Monday, November 28, 2011 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Kenny Anderson Jr. and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report There was none. 3. City Council Open Discussion Erpenbach and Aguilar discussed the legislative priorities that have been received so far. The list needs to be complete prior to the monthly meeting held with the members of the school districts and the counties. The December meeting is hosting members of the legislature. In addition, a resolution outlining the legislative priorities will be presented at the December 19, 2011, City Council Meeting outlining the legislative priorities. Aguilar stated there will be a Charter Revision Commission Meeting on Wednesday, November 30, 2011, at the Carnegie Town Hall at 3:30 p.m. The purpose of the meeting is to review proposed changes to the City Charter. She encouraged and invited the public to attend. City Attorney David Pfeifle gave additional information regarding the Charter Revision Commission and encouraged written input. The meetings will be scheduled through January followed by a written report to the City Council. Rolfing gave an update on the agenda for today’s Land Use Committee Meeting. The following subjects would be reviewed and discussed: Proposed Tax Increment Finance District(s) by Erica Beck, Economic Development Manager; and the Zoning Board of Adjustment Notification by Jeff Schmitt, Chief Planning and Zoning and Mike Cooper, Director of Planning and Building Services.  Rolfing also stated that the first Urban Agriculture Task Force meeting will occur at the Carnegie Town Hall on Friday, December 2, 2011, at 2:30 p.m. Lead Internal Auditor Rich Oksol gave an update on the Audit Committee Meeting. The following reports will be presented to the City Council at Informational Meetings scheduled for January, 2012: Fuel Internal Controls, School Based Health Clinic and Neighborhood Redevelopment. Oksol also stated that the 2012 Audit Plan will be presented at a City Council Meeting in December, 2011. Oksol stated that he will be presenting information to the Fiscal Committee on Monday, December 5, 2011, regarding city wide Fraud Policy. 4. Presentations A.
