MINUTES Tuesday, February 21, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: James Entenman and Mike T. Huether Staff Present: Sue Roust, Interim City Clerk; and Denise D. Tucker, CMC, Assistant City Clerk 1. Call To Order City Council Chair Sue Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Sue Roust, Interim City Clerk Roust spoke about the upcoming Board of Equalization. She asked if the City Council would accept a motion to lower the value on all appeal properties, which have been sold within the past year, to the sale price, if the Director of Equalization thinks it's a good sale. There were no objections. She said she was listening to the House in session and the bill on vote centers was about three bills away from being heard. Roust said someone in the Clerk's Office was listing to the debate and would let her know the results. The Election is seven weeks from today. A copy of the water bill/electric bill insert was given to the Council members. It will reach 52,000 people. Roust said this was Step 1 in informing the voters, assuming we are allowed to go ahead with vote centers. If the vote center bill is approved, we are ready to print the water bill inserts. 3. Public Services Committee A. Report on meeting held Monday, February 13, 2012. Erpenbach said the Public Services Committee met last week and their primary topic was Family Day Care ordinance revisions. The ordinance revision was moved to the Council, but it will be presented at an Informational meeting first in early April. 4. City Council Open Discussion Rolfing reported that the Urban Agriculture Task Force has been meeting every two weeks and they are getting closer to presenting the Land Use Committee with a sample ordinance defining Community Gardens. He said after that they will discuss animals. Discussion followed. 5. Presentations A. 2011 Year-end Financial Results by Tracy Turbak, Director of Finance Councilor Kenny Anderson Jr. arrived at this time. Aguilar reminded everyone of the Joint City Council/Minnehaha County Commission Meeting at 5:30 p.m. Roust said the bill regarding vote centers passed 64-1. She said there will be a staff meeting tomorrow to discuss Election planning. 6. Adjournment Council Chair Aguilar adjourned the meeting at 4:52 p.m. Denise D. Tucker, CMC Assistant City Clerk
