Informational Meeting 4:00 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman,
Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing and Mike T. Huether
Members Absent: None
Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk
1. Call To Order
Council Chair Aguilar called the meeting to order at 4:00 p.m.
2. Staff Report
Erpenbach stated that absentee voting for the April 10, 2012 election will begin on
Tuesday, March 13, 2012, at 8:00 a.m. Absentee voting is held at the Minnehaha
County Auditor's Office at 415 North Dakota Avenue. The telephone number for
the County Auditor's Office is 367-4220 if you have questions for them.
Candidate information is available at www.siouxfalls.org.
3. Fiscal Committee
A. Report on meeting held Monday, March 5, 2012
Brown gave an update on the Fiscal Committee Meeting stating that initial
discussions have begun on the contract approval ordinance, the budget calendar
timeline and how to spend remaining CIP funds. Brown noted that there have
been no decisions made at this point.
Rolfing gave an update on the Urban Agriculture Task Force meeting held on Friday,
March 9, 2012. The next meeting is scheduled for Friday, March 30, 2012, and will be
held at the Ronning Branch Library at 3100 E. 49th Street.
Anderson Jr. stated there would be a Public Services Committee Meeting following the
Informational Meeting to review the naming rights ordinance.
4. City Council Open Discussion
Aguilar started with opening remarks regarding the findings of the Open Meeting
Commission and what items can and cannot be discussed in Informational and
other public meetings. Aguilar stated the information had been sent to the City
Council Members. Aguilar cited and reviewed information from the following
sources: City Ordinances, Section 12 1/2-31 "Standards of Conduct for City
Council Members"; City Charter, Sections 2-01, 2-05(b), (c); and 2-09.
The following topics were discussed at this time:
The reprimand issued by the Open Meetings Commission made on Thursday,
March 8, 2012, and its repercussions.
Discussions held with the Attorney General’s office and references to a 1990
Attorney General’s opinion.
The Special City Council Meeting held on Wednesday, September 14, 2012; the
action taken at that meeting; and whether or not the action taken was “official”.
The need for specific procedure/process for terminating appointed personnel who
report to the City Council. This item may be added to the agenda for a future City
Council Working Session for review.
Anderson Jr. discussed the need for further review of the Sustainability Master
Plan in reference to the garbage haulers. This topic has been assigned to the
Public Services Committee for future review.

A. Internal Audit Reports: City Wide Disbursements 11-13 and Follow up on Status
of Audit Recommendations 12-01 by Rich Oksol, Lead Internal Auditor
B. Events Center Project Update by the Mayor's Administration
6. Adjournment
Council Chair Aguilar adjourned the meeting at 5:43 p.m.
