MINUTES Monday, March 5, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing Members Absent: Mike T. Huether Staff Present: Sue Roust, Interim City Clerk and Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Sue Roust, Interim City Clerk Roust gave a brief legislative summary on the items of interest to the Council. She encouraged Council Members to offer their feedback regarding the City Clerk’s office layout proposal. Roust said that ballots are being printed and absentee voting is expected to begin on March 12th; the sample ballot is available online and includes the vote center information; full text of the Charter amendments will be published in the Argus Leader on Friday; and today is the deadline for campaign finance disclosure statements. She said that a conference call with Jason Gant, Secretary of State, was held last Friday to discuss the election plan. Roust said that the City Clerk's office staff have been working hard to identify the types of records that will be scanned and discarding obsolete records through the records destruction process. 3. City Council Open Discussion Brown said that he received several nice comments about the capital improvements that were completed at the Arena. Rolfing announced that there will be an Urban Agriculture meeting on Friday, March 9, 2012, at 3:00 p.m. at the Main Library. Erpenbach gave a brief update from a recent Homeless Advisory Board meeting and spoke briefly about Project Safe Home. Aguilar announced that the Council will be participating in the St. Patrick's Day parade and encouraged Council Members to join her in the parade. 4. Presentations A. SIRE Overview by Sue Quanbeck Etten, Director of Central Services Aguilar stated that Item A will be postponed until Monday, April 16, 2012. B. Sustainability Master Plan by Bob Kappel, Environmental Manager and Bob Graggs, SAIC Vice President C. 2011 Code Enforcement Annual Report by Kevin Smith, Assistant Director of Planning 5. Executive Session A. Personnel Matter pursuant to SDCL 1-25-2(1) A motion was made by Michelle Erpenbach and seconded by Kenny Anderson Jr. to enter Executive Session at 5:30 p.m. to discuss a personnel matter pursuant to SDCL 1-25-2(1). Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. A motion was made by Kenny Anderson Jr. and seconded by Michelle Erpenbach to exit Executive Session at 6:10 p.m. Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. 6. Adjournment A motion was made by Kenny Anderson Jr. and seconded by Michelle Erpenbach to adjourn at 6:10 p.m. Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed.
