MINUTES Monday, April 2, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and James Entenman Members Absent: Mike T. Huether Staff Present: Lorie Hogstad, City Clerk; and Jamie L. Palmer, CMC, Assistant City Clerk 1. Call To Order Councilor Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Hogstad gave a brief election status update and said that Absentee voting will be available at the Minnehaha County Auditor's Office on Saturday, April 7, 2012, from 8:00 a.m. to 12:00 p.m. A League of Women Voter's Forum is scheduled at the Carnegie on Tuesday, April 3, 2012, from 6:30 p.m. until 8:30 p.m. Election school sessions will be held at the Instructional Planning later this week and several of the City Clerk staff will be attending a session. She added that a Press Conference will be held on Thursday, April 5, 2012 at 11:00 a.m. to demonstrate electronic poll books, scanners and signature pads. 3. City Council Open Discussion Brown stated that there will be a Fiscal Committee Meeting immediately following the Executive Session to continue discussions on how to spend remaining CIP funds and the Pension Design Study. Rolfing gave a brief report on the Urban Agriculture meeting held on Friday, March 30, 2012. Erpenbach read the letter of support regarding the Community Block Grants. Jamison said that there will be an Audit Committee meeting on Thursday, April 5, 2012, at 4:00 p.m. 4. Presentations A. Chapter 19 Family Daycare Ordinance Revisions by Jill Franken, Public Health Director; and Alicia Collura, Assistant Public Health Director B. Land Management Integration (LMI) Project by Kevin Smith, Project Sponsor C. February Monthly Financial Report by Tracy Turbak, Director of Finance 5. Potential Executive Session A. Personnel Matter pursuant to SDCL 1-25-2(1) A motion made by Dean Karsky and seconded by James Entenman to enter Executive Session at 5:09 p.m. to discuss a Personnel matter pursuant to SDCL 1-25-2(1). Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. A motion made by Kenny Anderson Jr. and seconded by Rex Rolfing to exit Executive Session at 6:01 p.m. Aguilar called for a voice vote on that motion and all members voted yes. Motion Passed. 6.
