MINUTES Monday, April 9, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, and Rex Rolfing Members Absent: Mike T. Huether Staff Present: Lorie Hogstad, City Clerk; and Tamara Jorgensen, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Hogstad gave an election update on absentee voting held on Saturday, April 7, 2012, with a total of 80 voters. There are 950 absentee ballots as of today's date. Election updates were given including the vote centers being open on Tuesday, April 10, 2012, from 7:00 a.m. to 7:00 p.m. at the following locations: Vote Center Address 1 Roosevelt High School 6600 W 41st St (enter through west door – Staff Entrance) 2 Memorial Middle School 1401 S Sertoma Ave 3 Maricar Community Center 400 N Valley View Rd 4 Oyate Community Center 2421 W 15th St 5 Hawthorne Elementary School 601 N Spring Ave 6 Edison Middle School 2101 S West Ave 7 Whittier Middle School 930 E 6th St 8 Kenny Anderson Community Center 3701 E 3rd St 9 Morningside Community Center 2400 S Bahnson Ave 10 Lincoln High School 2900 S Cliff Ave 11 Faith Baptist Fellowship Hall 601 W 57th St 12 Primrose Retirement Community 7400 S Louise Ave Election results will be posted at www.siouxfalls.org and scrolled at the bottom of the CityLink during election night. Hogstad discussed the updated 2012 City of Sioux Falls Calendar of City Council Meetings illustrating the changes to Tuesday for the meetings. 3. Audit Committee A. Report on meeting held Thursday, April 5, 2012 Jamison gave an update on the Audit Committee meeting which covered the following topics: CAFR (Comprehensive Annual Financial Report); city fees; the Poet Landfill Gas Contract; and the contract agreement monitoring all the city owned assets. Jamison encouraged the Council to read the CAFR and suggested it could be discussed at a future Informational Meeting if the Council wants additional discussion. 4. Fiscal Committee A. Report on meeting held Monday, April 2, 2012 Brown stated that the Fiscal Committee reviewed how to spend the remaining CIP funds and developing a policy on how they would handle this moving forward. Brown has assigned Council Members Jamison and Karsky to work with Budget Analyst David Bixler and Lead Auditor Rich Oksol to get the details worked out. They very briefly discussed the Pension Design Study and are awaiting communication from Mayor Huether on how he would like to proceed. 5. City Council Open Discussion Anderson Jr. previewed the agenda for today's Public Services Committee Meeting which includes the following topics: the Special Events Ordinance and the Sustainability Master Plan - Waste Minimization. 6. Presentations A. Project NICE/Project KEEP Update by LuAnn Ford, Public Health Manager B. Event Center Project Update by the Mayor's Administration 7.
