MINUTES Tuesday, May 15, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., Vernon Brown, James Entenman, Michelle Erpenbach, Dean Karsky, and Rex Rolfing Members Absent: Greg Jamison and Mike T. Huether Staff Present: Lorie Hogstad, City Clerk and Tamara Jorgensen, CMC, Assistant City Clerk 1. Call To Order Council Chair Aguilar called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Hogstad reminded the Council of the following meetings: On Wednesday, May 16, 2012, at 7:30 a.m. there will be the ‘Breakfast Club’ meeting at the Washington Pavilion. On Monday, May 21, 2012, the following meetings will be held at the Carnegie Town Hall: at 2:00 p.m., the Installation Ceremony for the elected and re-elected City Council Members; at 5:00 p.m., a Special City Council Meeting to elect the City Council Chair and Vice Chair and to select the 4th member of the Operations Committee; at 5:30 p.m., a Joint Meeting between the City Council and the Minnehaha County Commissioners; and at 6:30 p.m., a City Council Working Session. 3. Public Services Committee A. Report on meeting held Tuesday, May 8, 2012 Anderson Jr. gave an update regarding the topic of distracted driving. He stated that Council Members Aguilar and Erpenbach are working with the City Attorney’s Office and the Police Department to draft an ordinance. This proposed ordinance will be brought before the Public Services Committee for review and discussion.  Council Member Jamison arrived at this time. 4. City Council Open Discussion Erpenbach, Rolfing, Anderson Jr. and City Attorney David Pfeifle discussed the process for reconsidering an item that was heard and acted on at a previous council meeting. This was Item 8 on the City Council Agenda for Tuesday, May 8, 2012. Pfeifle stated that a new resolution will be written for this item and it will be presented at a Council Meeting in June. Anderson Jr. stated that he has been speaking with this property owner concerning drainage problems. Anderson Jr. will be working with the engineers regarding this issue and will be including the City Council on copies of the correspondence. 5. Presentations A. Internal Audit Reports: POET Landfill Gas Contract 12-02, City Fees 12-03, and Contract Monitoring 12-04 by Rich Oksol, Lead Internal Auditor B. Management RFP Update by Mike Cooper, Director of Planning and Building Services This item has been deferred to the Informational Meeting on May 29, 2012. 6.
