Informational Meeting 4:00 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach,
Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers
Members Absent: Mike T. Huether
Staff Present: Lorie Hogstad, City Clerk; Tamara Jorgensen, CMC, Assistant City Clerk; and
Jim David, Legislative/Operations Manager
1. Call To Order
Council Chair Erpenbach called the meeting to order at 4:00 p.m.
2. Staff Report
A. Lorie Hogstad, City Clerk
Hogstad gave an update regarding Alpha Video finishing their work in
the Chambers. She also advised the Council that the Chambers now has a timer for
use in future meetings, if required.
B. Jim David, Legislative/Operations Manager
David gave an update concerning designating 'the official newspaper' for the City
of Sioux Falls. Discussion was held regarding the payments made to the local
newspaper, rates being set by administrative rule, and possible future rate
increases.
3. City Council Open Discussion
Aguilar noted that the agendas for recent Informational Meetings have been quite full
and have not allowed a lot of time between meetings. She proposed that the Event Center
updates be moved from the second Informational Meeting of the month to the third
Informational Meeting. This would allow sufficient time for this one topic and the
Council could go immediately to the scheduled Joint Meeting with Minnehaha County at
5:00 p.m. She has discussed this change with the Mayor and the Council Chair.
Rolfing asked about possible schedule changes with the Land Use Committee Meeting.
Discussion about moving this Committee Meeting was dependent on permanently
rescheduling the Joint Meetings. Erpenbach stated that the County meetings were going
to be on the third Tuesday. Erpenbach asked Council staff to move forward with making
these changes.
Jamison gave an update regarding his attendance at last week's Metro Management
meeting and stated that service calls to 911 dramatically increase when the weather gets
warmer.
Staggers provided clarification on an email that was received yesterday by all the
Council Members. Discussion was held regarding the bicycle ordinance, and penalties
for bicycle ordinance violations. This item will be presented to the City Council for 2nd
Reading at the City Council Meeting on Tuesday, July 10, 2012.

Council Chair Michelle Erpenbach adjourned the meeting at 5:46 p.m.
