Informational Meeting 4:00 PM at Carnegie Town Hall

Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach,
Greg Jamison, Dean Karsky
Members Absent: Rex Rolfing, Kermit L. Staggers, and Mike T. Huether
Staff Present: Lorie Hogstad, City Clerk; Tamara Jorgensen, CMC, Assistant City Clerk; and
Jim David, Legislative/Operations Manager
1. Call To Order
Council Chair Erpenbach called the meeting to order at 4:00 p.m.
2. Staff Report
A. Lorie Hogstad, City Clerk
Hogstad gave an update on changes made to the 2012 City Council Meeting
calendar. Discussion was held regarding sending scheduled meeting dates and
times to the City Council Member's phones.
B. Jim David, Legislative/Operations Manager
David stated there is an Elected Officials Workshop in Pierre on July 24th. He
would like to know who is planning on attending.
David stated that Lewis and Clark would be having a ribbon cutting for their water
treatment plant on August 24, 2012. Public Works is organizing the transportation
to the facility. David is requesting that Council Members advise him if they will
be attending.
David is working on organizing a way for Sioux Falls City Council Members to
get together with members of the Legislature.
3. Land Use Committee
A. Report of meeting held on June 26, 2012
Erpenbach stated the two items discussed were the Whittier Heights TIF update
and initial discussions regarding the dog ordinances. Karsky and Anderson Jr.
stated that the group is not talking about banning specific breeds; they are studying
the existing ordinances about animals and how to improve on them.
Anderson Jr. gave an update on the Whittier Heights project and details about
what the Dunham Company is requesting for development of 80 single family
homes. Discussion was held regarding the timeline for this item to be presented to
the City Planning Commission and the City Council and the appropriate time for
action to be taken.
Jamison asked questions regarding the process for reviewing TIF's. He asked how
this item was brought before the Land Use Committee before the Planning
Department had a chance to review or present the information. Anderson Jr.
stated that this was such a new idea to use a TIF for residential development that
they wanted to bring it before the Land Use Committee as information only.
Anderson Jr. stated that he has many questions regarding how this will work, how
much is going to be spent, etc.
Jamison will be speaking on Inside Town Hall this Friday and his topic will be
TIF's. He would like to see the City Council use a TIF worksheet that shows all
the pertinent information and financial data for a project. He would like this
included with the recommendations from staff whether they are for approval or
denial.
Erpenbach stated that the Land Use Committee minutes indicate that this item may
come before the City Council on Tuesday, July 10, 2012. Mike Cooper, Director
of Planning and Building Services, provided an update on the process.
4. City Council Open Discussion
Karsky stated that the Fiscal Committee Meeting following today's Informational
Meeting would provide an update on the following items: Developing City-Wide
Fees including Park Department Fees; and a discussion on creating the Capital
Program Review Committee. Council Member Kermit Staggers has requested a
deferral on his item discussing the process/procedure for reassigning excess funds
to benefit citizens to a future Fiscal Committee Meeting.
Jamison stated he will be holding a Southwest District Meeting on Saturday, July
7, 2012, starting at 9:00 a.m. The location is Fire Station #4 at 3100 W. 69th
Street. He invited the public and the City Council to attend to talk about the
budget, construction projects within the area, and any other topics the public wants
to discuss.
5. Presentations
A. Presentation of Two Audit Reports: 12-05 Overtime and 12-07 Wayne Township
Fire/Rescue Services Agreement by Rich Oksol, Lead Internal Auditor
Jamison discussed the importance of reviewing the audit report and recommended
action on the Wayne Township audit report.
6. Adjournment
Council Chair Erpenbach adjourned the meeting at 4:40 p.m.
