MINUTES Tuesday, July 17, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison Members Absent: Dean Karsky, Rex Rolfing, Kermit L. Staggers, and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; Jim David, Legislative Operations Manager; and David Bixler, Budget Analyst 1. Call To Order City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Public Services Committee A. Report on meeting held Tuesday, July 10, 2012. Anderson Jr. provided a report on the Tuesday, July 10, 2012, meeting. He said Police Chief Doug Barthel reviewed the False Alarm ordinance. The ordinance was moved on to the City Council and is scheduled for a first reading on August 7, 2012. He said the second item of discussion was a Distracted Driving ordinance. The proposed ordinance would ban texting while driving and make it a primary offense, in the city limits. The ordinance was also forwarded to the City Council for a first reading on August 7, 2012. Discussion followed. 3. City Council Open Discussion Jamison said there are two items on the Consent Agenda, on tonight's meeting, that he has questions about. The first is a space needs assessment for services, for Central Services from TSP, for $19,900.00. The second is from Parks and Recreation Department for a Levitt Theatre Master Plan Agreement for engineering services, for $19,900.00. Discussion followed. Erpenbach said they have a City Council Working Session scheduled for 3:00 p.m. on Wednesday afternoon. She asked if it was appropriate to have the meeting with only five City Councilors. It was decided that they would hold the meeting. 4. Presentations  A. June Monthly Financial Report by Tracy Turbak, Director of Finance 5.
