Informational Meeting 4:00 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex
Rolfing, Kermit L. Staggers
Members Absent: Sue Aguilar, James Entenman and Mike T. Huether
Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; Jim
David, Legislative/Operations Manager; and David Bixler, Budget Analyst
1. Call To Order
City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m.
She said that Councilor Jim Entenman was not at the meeting due to being away
for business. Erpenbach said Councilor Sue Aguilar would not be at this meeting
or tonight's meeting, due to a family health emergency.
2. Staff Report
A. Lorie Hogstad, City Clerk
Hogstad gave a building project update. She said tuck pointing is currently being
done. The project should be finished in three to four weeks. Hogstad said work
will resume tomorrow on the roof. She added the Alpha Video will be working on
the annotation system tomorrow.
She said she met with Colleen Moran, in the Human Relations Office, regarding
Elections and ADA requirements for polling places. They will meet next week
with Peter Blanck, a world renowned ADA consultant, discussing ADA
accessibility and polling places. Hogstad said at the end of September, Moran has
invited her to attend an ADA Accessibility board meeting.
Hogstad said the Pension election will be held the third week of September. She
said she was asked to be in charge of the election. Hogstad said she will be
working with representatives from the three City unions. Discussion followed.
B. Jim David, Legislative/Operations Manager
David said the South Dakota Municipal League approved some items earlier this
month, of interest to Sioux Falls: firearms in a municipal building and endorsed
changes to regional wastewater systems. The SDML offered to set up meetings
with the City Council, South Dakota Retailers Association, and other interests
involving South Dakota's underage drinking law. David said he hopes the meeting
will occur sometime this fall. The annual SDML conference is scheduled from
October 3-5, 2012. Discussion followed.
3. Audit Committee
A. Report of meeting held on August 2, 2012
Jamison said the committee reviewed the Quality of Life Bonds. Rich Oksol, Lead
Internal Auditor, said he has a request to present the report at the September 11,
2012, Informational Meeting. Jamison said they also received questions about
the contract with the South Dakota Junior Football League. Rolfing asked Jamison
to discuss the vacancy on the Audit Committee Board.
4. City Council Open Discussion
Erpenbach said Aguilar wants to be present for the texting ban vote. Erpenbach
said that she and Anderson Jr. will be making a request to defer the texting ban
vote.
Karsky mentioned the glasses that the Council received as a gift from Lewis and
Clark Regional Water System. He said that this morning he and Jamison attended
the ribbon cutting of their facility. He said they are providing about 7 million
gallons of water a day to Sioux Falls.
Anderson Jr. said he has friends who have been putting on an event, for 12 years,
for Feeding South Dakota. Jam Against Hunger will be held at Terrace
Park, between 1 p.m. to 5 p.m., on Sunday.
5. Presentations

B. Comprehensive Wastewater Regionalization Study by Mark Cotter, Director of
Public Works; Trent Lubbers, Utility Operations Administrator; and Mark Perry,
Wastewater Superintendent
C. Snow Gates Presentation by Mark Cotter, Director of Public Works; and Galynn
Huber, Street & Fleet Operations Manager
6. Adjournment
City Council Chair Erpenbach adjourned the meeting at 5:11 p.m.
