MINUTES Tuesday, October 16, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Rich Oksol, Lead Internal Auditor; and Danette Schumacher, Internal Auditor 1. Call To Order City Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Public Services Committee A. Report on meeting held Tuesday, October 9, 2012 Kenny Anderson Jr. said last Tuesday, October 9th a Public Services Committee meeting was held. He said there were presentations on parking ticket appeals and subdivision construction. 3. City Council Open Discussion Greg Jamison said on the agenda tonight, there is an update on the façade easement program. He inquired if he had missed a presentation on the TIF. Brent O'Neil, Economic Development Manager, was called up to speak about tonight's TIF presentation. Jamison questioned the process of TIF presentations. Discussion followed. Kermit L. Staggers wanted to be sure that all TIF discussions were held in public. Dean Karsky said he went to the ribbon cutting yesterday for the new Environmental Facility, near Household Hazardous Waste. He said the new building combines two former buildings, which were on opposite sides of the city. Karsky said there is a nice savings that resulted from this. The building is energy efficient and they are looking to make it LEED Gold Certified. 5. Presentations A. Second Annual Mayor's Neighborhood Summit Announcement by Adam Roach,  Economic Development Coordinator; Russ Sorenson, Urban Planner B. Internal Audit Report 12-09 Purchasing/Procurement by Rich Oksol, Lead Internal Auditor C. Detailed Overview of the Facade Easement Program by Brent O'Neil, Economic Development Manager; and Darrin Smith, Director of Community Development The Land Use Committee was assigned to review the Façade Easement Program. 6. Adjournment City Council Chair Michelle Erpenbach adjourned the meeting at 4:53 p.m. Denise D. Tucker, CMC Assistant City Clerk
