MINUTES Tuesday, October 23, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers, Mike T. Huether Members Absent: None Staff Present: Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Lead Internal Auditor; Lorie Hogstad, CMC, City Clerk 1. Call To Order Council Chair Erpenbach called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Report on meeting held on Tuesday, October 16, 2012 Council Member Rex Rolfing stated the items discussed were the vicious dog ordinance revision, the public hearing notification update, and the Shape Places -- zoning ordinance updates. Rolfing said the vicious dog ordinance will be coming before the full Council in November. Council Member Greg Jamison inquired about the Urban Agriculture Task Force working session that was held on October 22, 2012. Rolfing replied that the task force developed guidelines limiting the number of chickens and rabbits allowed to six. If more than the six are requested, this would require approval of 80 percent of the property owners within 100 feet of the subject property. There will be a renewal process involved and reapplication upon the receipt of a citation. Jamison expressed concerns about this. Further discussion was held on this topic. Rolfing stated another working session will be held and the meeting after that will allow for public input. 3. City Council Open Discussion Council Member Jim Entenman stated that he will be out-of-town and unable to attend the Council Meeting of November 6, 2012. 4. Presentations  A. Monthly Events Center Project Update Presentations were made by Mark Cotter, Public Works Director; Tracy Turbak, Finance Director; Mike Cooper, Director of Planning and Building Services; Darrin Smith, Director of Community Development; and Mayor Mike Huether. The meeting was recessed at 4:55 p.m. to allow for the 5:00 p.m. Joint City Council/Minnehaha County Commission Meeting to be held. The Informational Meeting reconvened at 5:35 p.m. All members were present. Questions and discussion followed on the various topics covered in the presentation. 5.
