Informational Meeting 4:00 PM at Carnegie Town Hall

Members Present: Sue Aguilar, Kenny Anderson Jr., Michelle Erpenbach, Greg Jamison, Dean
Karsky, Rex Rolfing, and Kermit L. Staggers
Members Absent: James Entenman and Mike T. Huether

Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager
1. Call To Order
Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m.
2. City Council Open Discussion
Council Member Kenny Anderson Jr. stated he will not be in attendance at any of
the meetings on Tuesday, November 13, 2012.
Anderson Jr. discussed an "open bond" left over from Harmondon Park. He stated
that he has been told by Don Kearney, Director of Parks and Recreation, that this
bond was going to be used for something other than the original intent. Anderson
Jr. stated he has had conversations with the Tracy Turbak, Finance Director
regarding what the balance of the bonds was going to be used for and if it was
going to go into debt services. Anderson Jr. has requested that the Finance
Department review bonds and advise the City Council of any open bonds and their
amounts. Council Member Dean Karsky stated that this would be a good item for
the Fiscal Committee to review. Karsky asked if Budget Analyst David Bixler
could assist in researching the information.
Anderson Jr. stated that he and Karsky have met with Chad Huwe, City Engineer
and Mark Cotter, Director of Public Works, regarding arterial roads expansion
funds and plotting fees. Anderson Jr. stated that they have discovered that there
have been adjustments made to this fund. Anderson Jr. has requested a list of how
much money has been adjusted from the fund and where that money is being
used. After discussion, this item was also assigned to the Fiscal Committee.
Council Member Rex Rolfing provided an update on the Urban Agriculture Task
Force Meeting. There will be a meeting on November 15, 2012, which will
include input from citizens. Rolfing stated this topic may be coming to the Land
Use Committee for review at their December 18, 2012 meeting. Rolfing
stated this item may be scheduled for a City Council Meeting in January, 2013.
Council Member Greg Jamison provided an update on a meeting held on November
1, 2012, organized by Yvonne Taylor of the South Dakota Municipal League. In
attendance were: Council Members Sue Aguilar, Jim Entenman, Rex Rolfing;
Council staff; the South Dakota Retailers Association; the Attorney for the
Retailers Association; liquor license holders; and representatives from Baltic,
Huron and Arlington. The topic of the meeting was underage liquor sales within
South Dakota cities and towns. Jamison stated they talked about the rules regarding
underage liquor sales and what action triggers suspension and fines from the
Department of Revenue. Jamison stated the intent of the meeting is to find
alternative ways to make underage liquor violations stiffer. Discussion followed.

Operations Manager
4. Adjournment
City Council Chair Michelle Erpenbach adjourned the meeting at 5:24 p.m.
