MINUTES Tuesday, November 13, 2012 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, James Entenman, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, and Kermit L. Staggers Members Absent: Kenny Anderson Jr. and Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Michelle Erpenbach called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Hogstad said the City Council Meeting calendars for 2013 are now available to city staff. Copies are also available on the table for citizens and on the city’s website at www.siouxfalls.org. A picture of Andrew Carnegie in on loan to the City Clerk’s Office from the Siouxland Libraries and is available for viewing in the multi-purpose Room. Construction updates include: the retaining wall for Community Development will be completed this week; lighting will be completed by the end of the month; and the fencing will be done in a couple of weeks. The final manuscript of the recodification has been received and is in the City Clerk’s Office. The first reading is scheduled for Tuesday, November 20, 2012 and the second reading is Tuesday, December 4, 2012. B. Jim David, Legislative/Operations Manager David said the Naming Rights ordinance will be presented to the Public Services Committee on December 11, 2012. He stated that he has a copy available for review and invited input if anyone has suggestions or proposals for changes. David stated that he will be scheduling a meeting to discuss improvements to Inside Town Hall with Michelle Erpenbach, Council Chair; Sue Quanbeck Etten, Director of Central Services; Karla Paulson, Multimedia Support Manager; and Madeline Shields, host.  David stated that there will be a "Breakfast Club" meeting on Wednesday, November 21, 2012, and the subject will be Tax Increment Financing. This meeting is open to the public and is held at 7:30 a.m. at Leonardo's Cafe in the Washington Pavilion. 3. City Council Open Discussion There was none. 4. Presentations A.
